OVERVIEW OF THE FUNCTIONS OF THE POST

Within the UNESCO Culture sector, the Cultural Policies and Development entity is entrusted with providing technical assistance to UNESCO Member States in strengthening and revising their cultural policies in the context of the 2030 Agenda for Sustainable Development, as well as enabling the transversal contribution of culture to other policy domains. For that purpose, the entity is notably engaged in supporting ministerial dialogue on culture in various fora including G7 and G20; strengthening the global advocacy on culture and sustainable development within various constituencies, including the UN system; providing policy advice to Member States and regional organizations towards the development of their cultural policy frameworks; supporting the mapping of trends in the cultural sector, including as regards the transversal impact of culture across the policy spectrum.

In that framework, and under the overall authority of the Assistant Director-General for Culture and the direct supervision of the Director of the Cultural Policies and Development Entity, the incumbent shall contribute to the implementation and strengthening of the communication, advocacy and knowledge management strategy of the entity, with a view to further enhancing its transversal mandate on supporting Member States in the adaptation and implementation of their cultural policies in the context of the UN 2030 Agenda for Sustainable Development and the Pact for the Future.

The incumbent shall be responsible for the following tasks:

Ensure the implementation and coordination of a strategic and streamlined approach to communication, advocacy and knowledge management for the Entity towards all the stakeholders involved, including Member States, IGOs, other UN agencies, development banks, NGOs, as well as the private sector and other partners at international, regional and national levels, ensuring compliance with UNESCO standards for public information and communication.

Contribute to the design and implementation thematic advocacy and outreach initiatives by preparing guidance notes, project documents and concepts, towards the development of awareness raising strategies, as well as partnerships’ prospects, on the cross-cutting role of culture, inter alia, cultural rights, culture and education, culture and climate action, culture and the impact of digital transformation.

 Contribute to the communication and visibility strategies led by the Culture Sector under the leadership of the ADG/CLT towards supporting the culture ministerial dialogue, notably through the fora of ministers of culture organized by UNESCO as well as the Organization’s current partnership with the G20.

Support the development of monitoring and knowledge management mechanisms – including by collecting and analysing information, statistics and good practices – on cultural policies and cross-cutting approaches linking culture to other fields of public policy, including through Voluntary National Reviews analysis and document the related website and advocacy efforts of the Culture Sector, ensuring the overall responsibility of the content production of the website of the Entity, notably drafting and maintaining the web pages, ensuring  the updating of contents and resources, as well as fostering enhanced outreach.

Contribute to the elaboration and production of capacity-building materials to facilitate knowledge sharing and exchange of good practices across all the entities of the Culture Sector as well as Field Offices to enhance an integrated approach and narrative to culture for inclusive sustainable development while fostering peer-to-peer learning.

Serve as the officer in charge of communication and information (strategy drafting, website, press and media, creative content, advocacy campaigns, etc.) in close cooperation with the Communication, Publication & Web Team (CLT/EO/CGM/COM) and assist DIR/CPD as required at the Culture Sector’s Communications Board and the Publications’ Board.

Support the content production and review of publications, studies and other of research papers to support reflection and evidence-based data and information on thematic priority areas on culture for sustainable development.

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (Master’s or equivalent) in the field of culture, international relations, political science or a related discipline.

Work Experience

  • Minimum of two (2) years of relevant professional experience in the field of culture, cultural policies or related field, of which preferably one (1) year at the international level.

Skill and Competencies

  • Good analytical, problem-solving, communication and project management skills.
  • Capacity to maintain effective working relations in a multicultural environment and ability to deliver quality results under pressure and deadlines.
  • Very good IT skills, including knowledge of standard office software (word processing, spreadsheets etc.) and excellent knowledge of design and web-publishing software (Adobe Indesign, Canva and Drupal, etc).

Languages

  • Excellent knowledge of either English or French (both written and oral) and good knowledge of the other language.
