Introduction :

UN Global Pulse Uganda is gearing up to move from a national focus towards a regional accelerator as an Africa Hub, expanding its scope and reimagining its operational and governance frameworks. It will run portfolios of on-the-ground innovation projects that apply data, digital, foresight, and behavioral science methods to regional issues. It will focus on scanning and experimenting with solutions that might be fit for regional scaling. The hub will deeply be rooted in regional partnerships;  it  will facilitate access to identify challenges, map solutions, and test with end-users on the ground; work in support of Resident Coordinators, and in partnership with the UN specialised agencies, funds, and programmes that lead country-level work. Drawing inspiration from Pulse Lab Jakarta’s evolution into a regional hub for Asia-Pacific, we are poised to redefine innovation together with our partners in Africa.

Through this process, UN Global Pulse Uganda seeks to utilise learnings from successful setup of innovation spaces in the public and private sector as well as learnings from its work to date, build on its track record, relationships, and distinct organisational strengths to clarify its identity, its strategic programmatic focus and intentionally position itself as a key community actor who effectively contributes to social cohesion in the region. As a regional hub, it aims to provide support with a  broader scope that calls for rethinking its current organisational structure, strategy, governance mechanisms, resource mobilisation strategy, and partner engagement.

The diversification of partners (UN and non-UN) is a key enabler for the scoping of regional and local needs, experimentation and scale of innovative solutions, and support to policy change for innovation. Engaging with a diversity of partners helps UN Global Pulse achieve a balanced portfolio and manage risks more comprehensively. To this end, a partnership engagement plan will be developed together with a resource mobilisation strategy in order to balance the engagement with both financial and non-financial partners.

Given Africa’s complex landscape, a comprehensive contextual analysis is essential, including political, socio-economic, cultural, and environmental factors. Stakeholder mapping needs assessments, and strategic partnerships with diverse groups are crucial for integrating perspectives into decision-making processes. By fostering collaboration and embracing a multidisciplinary approach, innovation ecosystems can be nurtured to develop impactful solutions through co-creation and experimentation.

It is expected that the following clusters of partners will be assessed and preliminary engagements supported: UN system, other multilateral agencies, regional organisations, bilateral and multilateral donors, the public sector, private sector, civil society (with a particular focus on think tanks, innovation practitioners, and researchers). The resource mobilisation strategy will build on previous work to look at the financial sustainability of a regional hub, including through donor prospecting.

It’s against this background that UN Global Pulse Uganda is looking for a qualified consulting firm to support in two organisational effectiveness focus areas:

a)  Strategy development and organisational change

b)  Strategic partnerships
