Under the supervision of the Chief, PME, this post will primarily be accountable for the stewardship of the data functions in UNICEF Philippines. S/he will be responsible for strengthening and managing UNICEF’s relationship with the Philippine Statistical System (PSS), primarily through the Philippine Statistics Authority (PSA) as well as the relevant sectoral inter-agency statistical mechanisms, key national government agencies and selected local government units, to strengthen the country’s Data for Children. It will coordinate the data agenda within the office, providing technical advice and support to all programme sections in regards to the collection, analysis and use of data for children. It will also coordinate with other UN agencies on their data agenda, as well as with regional and global initiatives. It will provide technical support to programme team in the design of new data methodologies. It will also promote innovative approach to data, including digitalization of data systems, real-time data collection tools, and others.
The Monitoring and Evaluation (M&E) Officer will have the following duties and responsibilities:
Strengthen UNICEF engagement with the Philippines Statistical System (PSS) to advance UNICEF data strategy
- Develop, coordinate and implement a data strategy for UNICEF Philippines in order to advance key programme objectives in close coordination with all programme sections
- Support the development, strengthening and implementation of statistical framework for children as well as strengthening of sectoral/cross-sectoral statistical frameworks.
- Establish and coordinate long-term workplan for engagement with key entities of the PSS, Philippine Statistics Authority (PSA) as well as the relevant sectoral inter-agency statistical mechanisms, key national government agencies and selected local government units.
- Coordinate access and availability of updated data on children in the Philippines, particularly through the contribution to the management of the virtual Situation Analysis of Children and integrated statistical database on children.
- Contribute to the UN efforts to strengthen data landscape as well as establish/strengthen partnerships with key research institutions in an effort to strengthen national capacity for data.
- Provide technical advice and technical support to programme section in advancing their data priorities.
Strengthening the collection, analysis, and dissemination of data for children
- Ensure the integration of key data for children, using internally agreed methodology, in national household surveys and other key surveys conducted by the Government of the Philippines.
- Support the roll out and strengthening of the Community-Based Monitoring System (CBMS) ensuring that key data for children is collected, particularly to inform the Child Multidimensional Poverty Index; Support PSA in the analysis and visualization of data in support of better national and local government planning and monitoring.
- Promote innovative data collection approaches as well as data visualization and dissemination, leveraging UNICEF international expertise and experience.
- Ensure the virtual Situation Analysis of Children is regularly updated with the latest data available on key indicators for children; support the analysis of child rights deprivations, based on newly available data.
- In close collaboration with programme section, address quality issues of children-related data
- Inform the development of Monitoring and Evaluation (M&E) frameworks based on existing mapping of data collection tools and opportunities.
Data Strengthening administrative data systems
- Collaborate with programme section in identification of opportunities and areas of engagement with government counterparts for the strengthening of administrative data systems.
- Contribute to assessment and investment cases in strengthening data system, particularly through digitalization and other innovative means.
Internal data management
- Develop and maintain an internal platform with latest updated data on the situation of children
- Support the identification of key programme indicators and design of data collection tools for effective and efficient child rights programming in the country.
- Support programme sections in the management of key data on children and support the analysis and use of data for policy making, including visualization of data and analytics.
Strengthening data governance and coordination
- Contribute to more effective governance and coordination of data for children both internally and externally.
- Strengthen national and international partnerships on data for children.
- Increased inter-operability, cross-analysis, and use of data at all governance levels.
- Explore opportunities for capacity development of strategic technical partners on data for children.

The following minimum requirements:
Education:
- A university degree in the following fields is required: statistics, data management, programme management, evidence-based policy making.
- An advanced university degree is an advantage.
- A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Work Experience:
- A minimum of two (2 )years of relevant work experience is a must.
- Understanding and experience engaging with the Philippines Statistical System.
- Proven ability to conceptualize, innovate, plan and execute ideas and systems.
- Proven track record in analysis, identifying bottlenecks to improve systems and provide concrete recommendations.
- Experience with designing and implementing data strategies as well as innovative approaches to improve data collection, management, visualization, dissemination, communication.
Language Requirements:
- Fluency in English and Pilipino (oral and written) is required.
