Chemonics seeks a Subawards Director for the USAID Uganda Targeting the Learning Crisis (TLC) Activity. This five-year activity will seek to address the current educational crisis in Uganda by substantially increasing the literacy and numeracy skills of primary school students in grades P1-5 including out-of-school children (OVCs) and refugee populations. The Uganda TLC Activity will leverage the global evidence base to implement cost-effective, sustainable, and impactful programming, to close gaps in foundational literacy and numeracy skills through interventions such as targeted instruction approaches like teaching at the right level for P3-P5 pupils, remediation for P1-P2 pupils, and supporting the transition from pre-primary to primary. This position will be based in Kampala, Uganda. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities:
- Lead the subaward strategy, provide tools, and process guidance for all steps throughout the award lifecycle, including design, solicitation, due diligence, negotiation, award, monitoring, and closeout.
- Provide guidance to potential partners on application process and work hand-in-hand with technical team to identify subawards.
- Ensure full compliance with all applicable USAID and Chemonics policies, practices, and procedures are in place, including solicitation and selection procedures, implementation, monitoring and evaluation and closeouts.
- Advise and guide the technical team on the development for the various notice of funding opportunities (requests for applications, annual program statements).
- Assist in evaluating concepts, proposals, and award documents to ensure adherence to established subaward management policies and best practices.
- Supervise and manage subawards teams, ensuring efficient workflow, adherence to funds requirements, and timely disbursement of funds to subawardees, and oversee subawards processes from initiation to closeout, including risk assessment, compliance monitoring, and capacity-building support for subawardee organizations.
- When necessary and appropriate, perform pre-award risk assessments to determine applicant management and technical capacities to administer subawards.
- Draft, negotiate, and oversee initiation of subawards and modifications. In close consultation with the technical team and provide inputs to the scopes of work and ensure that milestones, where applicable, comply with terms and conditions of the awards.
- Conduct the kickoff meetings on technical, financial and sub-award management with sub-awardees prior to actual implementation, emphasizing capacity-building and localization strategies to empower local and New Partners Initiative (NPI) as direct implementers within the project framework.
- Ensure effective liaison between Chemonics staff and sub-awardees, provide sub-awardees with technical advice and assistance related to funds administration, including financial documentation and management, procurement requirements and implementation planning.
- Develop and submit to the Deputy Chief of Party, regular reports on subaward activities, including analysis of issues, constraints and bottlenecks, documentation of lessons learned, and description of corrective measures taken during the reporting period or proposed for future actions.
- Support the Deputy Chief of Party in reviewing and analyzing budget estimates for reasonableness, and consistency.
- Perform pre-award determinations of applicant management and technical capacities to administer subawards responsibly and advise on how to enhance recipient capabilities as necessary and appropriate
- Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values
Qualifications:
- Degree in business administration, accounting, finance, public administration, or related field, advanced degree preferred.
- Minimum 6 (six) years experience procurement, subcontracts, managing or administering subawards including for USAID programs.
- Previous work on USAID or other donor funded projects preferred.
- Detailed knowledge of subaward finance and subcontract budgeting for USAID or Donor projects, including USG regulations for compliance and oversight.
- Experience overseeing subaward management and administration in Uganda on USAID or Donor projects preferred.
- Strong analytical skills and attention to detail.
- Ability to cultivate constructive relationships with local communities, government authorities, implementing partners, and donors
- Experience providing technical direction across multiple work streams.
- Fluency in written and spoken English is required.
- Strong interpersonal, oral, and written communication skills and demonstrated ability to coordinate complex technical activities in high-paced work environments.
- Demonstrated leadership, versatility, and integrity.
