STANDARD MINIMUM QUALIFICATIONS

Education
Advanced university degree in political science, economics, statistics, information management or journalism, business management, social sciences or other relevant field, or first university degree with additional years of related work experience and/or training/courses.

Experience
Two or more years of post-graduate professional experience in resource mobilization, donor relations and funding partners. Experience with an international organization would be an asset.

Knowledge and skills

 

  • Knowledge of information management best practices, techniques and processes.
  • Strong written and oral communication skills, including substantial analytical and writing skills.
  • Knowledge of, or ability to quickly assimilate, specific UN/WFP processes and systems.
  • Ability to work in a dynamic and diverse team and to collaborate with colleagues from different units.  
  • Good understanding of government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships.
  • Experience with Development Banks and funding from host governments constitutes an asset.

Language 

Fluency (level C) in English and French.

ORGANIZATIONAL CONTEXT

This jobs is found in Benin Country Offices (COs). Job holder will report to the Country Director or the designate.

JOB PURPOSE

Support all operational information management and performance reporting activities, and contribute to the establishment and presentation of a standard operational picture of WFP’s program portfolio and associated results, facilitating informed and timely decision-making at all levels within the organization.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Country Director and in close coordination with the “Programme” unit and other relevant units and sub-offices, the officer will:
1.    Support staff to ensure that standard information management procedures and reporting templates are followed to ensure quality, consistency and standardization of information management and performance reporting in the country office.
2.    Coordinate reporting activities and provide technical support, training and clarification on reporting guidelines and policies as required.
3.    Monitor and review regular sources of information and data required for reporting, e.g. information from field monitors and statistical food reports, to provide operational awareness and understanding of events that could have a humanitarian and/or operational impact.
4.    Ensure timely preparation of high-quality donor reports and Annual Country Report (ACR) in collaboration with Program, M&E, Logistics, Budget and Programming functions to ensure consistency and quality of performance information.
5.    Ensure the preparation of accurate and timely reports and documentation on country office operations to enable informed decision-making and consistency of information presented to management and donors, including, but not limited to, country factsheets, situation reports and operational briefings.
6.    In collaboration with the Communications Manager, ensure that donor visibility requirements are met and reported.
7.    In collaboration with the Budget and Programming Unit, maintain and regularly update the funding status and forecast table and monitor the use of donor contributions and expenditure in line with project proposals, taking into account grant expiry dates. 
8.    Maintain existing monitoring tools and create new ones as required (e.g. weekly reporting status updates, donor requirements and obligations table, funding and forecasting table, etc.) to facilitate information sharing, ensure compliance with internal and external deadlines, and improve the accountability of the staff involved.
9.    Support resource mobilization efforts, including ensuring Salesforce opportunities are up to date, preparing presentation slides and talking points for donor meetings, and supporting the preparation of quality funding proposals.
10.    Contribute to partnership strategies, including the development of partnership action plans.
11.    Within the UN system and multilateral forums, support the development of partnerships and joint events with WFP partners in Benin to advocate for the SDGs and zero hunger on the global agenda and advance WFP priorities and goals, based on an understanding of diverse dynamics and interests.
12.    Contribute to the preparation of strategic agreements, joint strategies and memoranda of understanding in order to promote the SDGs and zero hunger on the national, regional and global agenda and achieve results beneficial to WFP.
13.    Respond to ad hoc requests for information and input from HQ and Regional Bureau in a timely manner.
14.    Other duties as required.
