About this position:

We are looking a consultant to support the growing portfolio of The Social Protection and Health Division (SPH) in Haiti. The consultant will be based in Dominican Republic, with frequent missions to Haiti compatibly with the security situation.

The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services to citizens. The objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.

The Social Protection and Health Division (SPH) is responsible for the preparation and supervision of IDB operations in borrowing member countries in the areas of: (i) social protection (safety nets and transfers and services for social inclusion, which include early childhood development, youth programs, and care services, among others); (ii) health (health capital investment strategies, health networks strengthening, health system financing, and organization and performance, etc.); and (iii) nutrition. In the specific case of Haiti, SPH has been managing a growing portfolio, mostly focusing on social protection, to address the fragility of the country and support the most vulnerable facing food insecurity, among other challenges.

What you’ll do:

The activities that the selected candidate will perform, in close collaboration with the IDB Team Leader include, but are not limited to, the following:

  • Project execution:
    • Support the monitoring and execution of projects under SPH portfolio led by the Sector Specialist in Haiti.
    • Provide technical and operational inputs, ranging from Technical Assistance proposals, designing and tracking of research and consultancy activities, Project Profiles to Comprehensive Project Documents;
    • Gather information and support technical dialogue to mobilize implementing partners and facilitate the solving of potential challenges related to social protection and health portfolio in Haiti.
  • Project Supervision and Reporting:
    • Support TL in gathering information on social protection and health from a variety of sources to proactively anticipate challenges and bottlenecks that can affect the execution of SPH portfolio in the country;
    • Review all documents related to the SPH portfolio under execution;
    • For each operation, ensure the compliance of all activities with the project document and annual plans; proactive identify challenges and work closely with the Project Executing Unit (PEU) to implement solutions;
    • Ensure the fulfillment objectives and goals in accordance with the Bank’s policies and guidelines;
    • Perform quality control reviews of planning documents such as Annual Operating Plans, Pluriannual Execution Plans, Procurement Plans, Financial Plans, Progress Monitoring Reports, and disbursement requests, among others. Provide guidance, logistical, technical, and administrative support to the PEU when needed. Establish a chronogram of routine meetings with the PEU and the TL.
    • Support all internal reporting exercises including, for the instance. the semester Project Monitoring Reporting (PMR) activity;
    • Collaborate in planning activities and participate/conduct frequent field visits if security conditions are met;
    • Collaborate in the organization of and participate actively in the design, supervision or administrative missions;
    • IDB country office in Dominican Republic, with frequent missions to Haiti.
  • Strategic Planning:
    • Support the TL in conducting strategic dialogue and driving the social protection and health agenda in Haiti.
    • Foster working relationships with stakeholders from the health sector and maintain the TL informed of different initiatives and projects that are being designed and/or implemented in Haiti;
    • Actively participate and contribute to strategic discussions and updates with counterparts, partners, and internal stakeholders to increase coordination and harmonization in the social protection and health sector, in coordination with the TL and the Haiti Country Office;
    • Support the TL to provide Country Representative with up-to-date data related with Social Protection and Health situation in Haiti ;
    • Support strategic dialogue to build strong relationships with counterparts and partners to pilot healthcare and youth initiatives as part of SPH action lines financed by Technical Cooperations (ie. HA-T1313 and HA-T1314) and IDB operations in Haiti (ie. HA-J0007).

What you’ll need:

  • Education: Master’s Degree in areas related to social protection, social inclusion, poverty reduction, project management, public health, or related areas.
  • Experience: At least 5 years of relevant work experience in social protection or social inclusion and project management. Knowledge of the social protection system in Haiti and its main stakeholders. Significant expertise in supervision, administration, management of development projects finance by multilateral institutions a strong plus.
  • Language: The consultant must be fluent in French (written and oral), with at least advanced English and/or Spanish. Knowledge of Haitian Creole is an advantage.

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.

  • Type of contract: Consultant Full-Time.
  • Length of contract: 6.5 months.
  • Work Location: On site.
