Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party/Technical (DCOP/Tech) position on a USAID-funded program in Southern Africa.
Position Description/Summary:
The purpose of the Resilient Cities Limpopo Activity is to increase access to safely managed and reliable critical services, namely water, sanitation, and solid waste management for urban residents in the Limpopo River Basin. This includes improving public financial management and increasing private sector engagement. This will be a five-year position based in Pretoria, South Africa, with oversight of activities in South Africa, Botswana, and Mozambique.
The DCOP/Tech will be responsible for overseeing effective coordination and technical integration of activities during project implementation. Reporting to the Chief of Party (COP), the DCOP/Tech will support the overall technical vision of the program and ensure quality and timely achievement of all project outcomes. The DCOP/Tech will liaise with regional partners, civil society organizations, private sector partners, and communities, as needed.
Responsibilities:
* Oversee planning, coordination, and day-to-day implementation of technical activities in partnership with technical team members and the COP;
* Provide technical expertise and support annual work planning and adaptive management of the project as needed in accordance with the project’s objectives and targets;
* Assist in coordinating project implementation, providing support to personnel and subcontractor management, and efficient budgeting and financial management, as needed;
* Lead regional partnership coordination and coalition building;
* Ensure coordination between project teams;
* Evaluate and document project progress and lessons learned;
* Assume responsibility for quality control and timeliness of deliverables;
* Serve as the interim COP when the COP is not available.
Qualifications:
* Minimum of a master’s degree in public administration, urban planning, international relations, water supply and sanitation, water resources management, or a relevant discipline;
* Minimum eight (8) years of experience designing and implementing similar programs related to WASH, water resources management, solid waste management, urban service delivery, climate resilience, and/or institutional capacity development;
* Minimum five (5) years of supervisory work experience managing multi-disciplinary teams and proven track record managing and coordinating collaboration among stakeholders (including regional and national-level governments, the private sector, and local organizations);
* Prior experience working on USAID-funded development programs within the Southern Africa context is strongly preferred;
* Proven track record collaborating with a diverse array of stakeholders and fostering collaborative learning and adaptive management, and social inclusion with women, youth, and other vulnerable populations;
* Professional fluency in English required.
* Proficiency in Portuguese is desirable.
