The Public Governance Directorate (GOV) works to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on government commitments to citizens.
The Regulatory Policy Division (REG), within GOV, serves as the Secretariat of the OECD Regulatory Policy Committee (RPC) and helps governments adopt and effectively use good regulatory practices in support of their policy goals. REG develops standards and guiding principles, facilitates policy dialogue, generates comparative data, and assesses and assists countries’ regulatory policy frameworks.
REG is looking for a Senior Policy Analyst to support the work programme of the Division and lead its work stream on regulatory policy for global challenges. The work stream focuses on ensuring fit for purpose regulatory policy and practices to equip countries as they tackle current and emerging global phenomena, such as the digital and green transitions. This includes the implementation of the Recommendation on International Regulatory Co-operation to Tackle Global Challenges and the Recommendation on Agile Regulatory Governance to Harness Innovation.
The individual will report to the Head of Regulatory Policy Division. The position requires regular travel to OECD member and non-Member countries.
Job Description
Co-ordination and management
- Lead the design and implementation of a strategic and forward looking programme of work on regulatory policy for global challenges for the OECD. This covers cutting edge research, peer reviews and implementation support, bench-marking exercises and the formulation of OECD policy recommendations and normative guidance.
- As member of the Regulatory Policy Division management team, ensure that the Division’s activities are of high quality, timely, relevant and contribute to the Organisation’s overall programme of work and strategic priorities.
- Ensure good co-operation and synergies with the rest of the Public Governance Directorate and OECD more widely.
- Manage and supervise the work of a multicultural team; where necessary, identify and supervise the work of expert consultants providing substantive inputs to the work programme.
- Develop and manage donor relations and raise funds in support of the Division’s activities. Manage budgets in line with donor requirements and OECD guidelines.
- Assist in the Division’s internal management as required, including the preparation of submissions for the programme of work and budget and associated implementation reports.
Drafting, policy recommendations and project management
- Lead analytic research, peer reviews and bench-marking exercises in the areas such as international regulatory co-operation, agile regulatory governance and better regulation and innovation.
- Formulate policy recommendations and normative guidance, taking into account best practice in OECD countries.
- Lead projects providing technical assistance to OECD and non-OECD countries, including the preparation of guidance and training materials to support capacity building in regulatory agencies and national governments.
- Contribute to GOV-directorate wide activities, including Government at a Glance and the Reinforcing Democracy Initiative.
- Prepare briefs and speeches for the Office of the Secretary General and OECD management, upon request.
Liaison and outreach
- Develop and maintain contacts, at the highest levels, with officials in national and subnational administrations, regulatory agencies, as well as other international organisations in this field.
- Liaise closely with relevant Directorates in the organisation and participate in relevant multi-disciplinary and inter-directorate activities.
- Develop and implement effective communication strategies for policy products to maximise their value, visibility and impact within and beyond the Regulatory Policy Committee.
- Represent the Division/Directorate/Organisation at OECD meetings and external conferences, in informal exchanges with member countries, and in relations with the media.
Qualifications
Academic Background
- An advanced university degree (Master level) in economics, law, public administration, public policy or a related discipline.
Professional Background
- Eight to ten years of experience dealing with emerging issues of regulatory policy and understanding of their political implications. Excellent knowledge of contemporary trends and issues in international regulatory co-operation, agile regulatory governance and better regulation and innovation.
- Demonstrated thought leadership in areas relating to regulatory policy for global challenges, including published materials.
- Substantial experience in a management position. Experience in the public sector of a Member country would be an asset.
- Experience of managing complex projects with multiple stakeholders in an international context.
- Experience in managing talent, leading and motivating a multicultural team.
- Experience in donor management and demonstrated ability to raise funds would be an advantage.
- Experience in dealing with policy makers and administrative authorities at national and local levels.
- Proven track record in presenting highly technical subject, in writing as well as orally, to high level officials and opinion leaders.
Core Competencies
- OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring process: Vision and Strategy (Level 3), Enable People (Level 2), Ethics and Integrity (Level 2), Collaboration and Horizontality (Level 3), Achieve Results (Level 3), and Innovate and Embrace Change (Level 3).
- There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other languages would be an asset.

WHAT THE OECD OFFERS
- Two-year fixed-term appointment, with the possibility of renewal.
- Depending on level of experience, monthly salary starts at either 10,640.30 EUR, plus allowances based on eligibility, exempt of French income tax.
