The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. The Asian and Pacific Centre for the Development of Disaster Information Management (APDIM) aims to reduce the negative impact of natural hazards, strengthen capacities for disaster information management and enhance regional cooperation and coordination in disaster risk reduction. This position is located in the Asian and Pacific Centre for the Development of Disaster Information Management, Tehran, the Islamic Republic of Iran. The incumbent reports directly to the Senior Programme Management Officer.
Responsibilities
Under the direct supervision of the Senior Programme Management Officer, and overall supervision of the Director of APDIM, the incumbent is required to perform the following functions:
- Works with APDIM Partnership Group in host country and regional partners to facilitate the development, implementation and evaluation of assigned programmes/projects in disaster information management; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties, particularly those within the host country; identifies and tracks follow-up actions.
- Carries out basic research on selected aspects of programmes, operations and other activities on multi-hazard information, to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
- Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies in disaster risk reduction.
- Assists in performing consulting assignments in disaster risk reduction, in collaboration with the APDIM Partnership Group, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the APDIM Partnership Group will use to manage the change.
- Participates in Sendai Framework monitoring and disaster loss database initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
- Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, on disaster information management.
- Provides administrative and substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
- Undertakes outreach activities; participates in the development of training workshops, seminars, expert group meetings; participates in and makes presentations on assigned topics/activities in disaster information management.
- Participates in field missions, including provision of substantive and administrative support, data collection, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.
Education
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or disaster risk reduction related fields is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of two years of progressively responsible experience in project/programme management on disaster risk reduction or related area is required. Experience in disaster information and data management is desirable. Experience in capacity building in disaster risk reduction in development country context of the Asian-Pacific region is desirable. Experience in the United Nations Common System or international organizations is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Farsi are required. Knowledge of another UN official language is an advantage.
