Humanitarian Finance Officer (Partnerships)-Gaza

The Opportunity – Finance Officer

Post location: Gaza Field Office – Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: until 31st December 2024, with a possibility of extension based on available funds.

ROLE PURPOSE:

The Finance Officer (Partnerships) at Save the Children in Gaza will play a pivotal role in supporting the finance team in managing financial aspects related to partnerships and grants. You will work closely with program teams and external partners to ensure compliance with donor regulations, accurate financial reporting, and efficient financial management of partnership projects. This position requires strong financial acumen, attention to detail, and effective communication skills.

Budget Responsibilities: None.

KEY AREAS OF ACCOUNTABILITIES:

1. Partnership Budgeting and Financial Planning:
   • Assist in the preparation of project budgets for partnership agreements, ensuring alignment with donor requirements and organizational guidelines.
   • Collaborate with program managers and partners to develop realistic budgets that reflect project activities and objectives.
2. Financial Monitoring and Reporting:
   • Monitor expenditure against partnership budgets and provide regular financial updates to program teams and partners.
   • Prepare timely and accurate financial reports for donors and partners, ensuring compliance with reporting requirements and deadlines.
   • Analyze financial data to identify trends, variances, and potential risks, and provide recommendations for corrective actions.
   • Ensure field visits to partners are conducted on timely manner.
   • Review partners financial reports along with the supporting documents.
   • Conduct partners’ assessments along with the other stakeholders.
3. Grants Management and Compliance:
   • Support the administration of partnership grants and contracts, including grant budgeting, financial reporting, and compliance monitoring.
   • Ensure adherence to donor regulations, organizational policies, and grant agreement terms throughout the project lifecycle.
   • Facilitate grant audits and reviews by providing accurate financial records and documentation as needed.
4. Financial Systems and Processes:
   • Assist in the implementation and maintenance of financial systems and software to support partnership financial management and reporting.
   • Streamline financial processes and procedures to enhance efficiency and effectiveness in managing partnership finances.
5. Capacity Building and Training:
   • Provide training and guidance to program staff and partners on financial procedures, donor regulations, and compliance requirements.
   • Support capacity-building initiatives to strengthen partners’ financial management capabilities and ensure accountability.
6. Financial Analysis and Decision Support:
   • Conduct financial analysis to support strategic decision-making related to partnership projects.
   • Identify opportunities for cost optimization and resource reallocation to maximize project impact and sustainability.
7. Communication and Collaboration:
   • Foster effective communication and collaboration with program teams, partners, and donors to ensure alignment of financial and programmatic activities.
   • Build and maintain positive relationships with external partners, including government agencies, NGOs, and other stakeholders involved in partnership projects.

QUALIFICATIONS, EXPERIENCE AND SKILLS

ESSENTIAL

• Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
• Previous experience in financial management, grants administration, or partnership finance, preferably in the nonprofit sector or international development context.
• Strong understanding of financial principles, budgeting, and accounting practices, with the ability to interpret and analyze financial data accurately.
• Proficiency in Microsoft Office Suite, particularly Excel, and experience with financial software and systems.
• Excellent organizational skills, with the ability to manage multiple tasks and prioritize effectively to meet deadlines.
• Strong interpersonal and communication skills, with the ability to work collaboratively with diverse stakeholders.
• Commitment to Save the Children’s mission and values, with a passion for improving the lives of children and families in Gaza through effective partnership projects.

Desirable

• Knowledge of Agresso finance system or any other automated financial system.
• Knowledge of Awards Management System
• Good written & oral English proficiency
• Experience of working for emergency responses.

Experience to manage 2-4 reporting staff
