Background:
The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues: from countering terrorism, border security and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.
The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic by enhancing the capacities of the staff of the State Customs Service under the Ministry of Economy and Finance of the Kyrgyz Republic (SCS). The Politico-Military Department (PMD), therefore, requires the services of experienced international expert to raise the capacity of the customs officers in the field of profiling.
Objective of Assignment:
The objective of this assignment is to provide expert support in enhancing the capacities of the State Customs Service officers.
Duration of Assignment:
Maximum 9 months.
Tasks and Responsibilities:
Under the overall supervision of the National Customs and Transport Officer, the successful candidate will be tasked with the following duties:
- Develop and conduct training courses on profiling for customs and other relevant services officers;
- Complete training manual preparation;
- Develop e-profiles for the automated risk profiling system;
- Develop techniques for conducting a survey interview.
Deliverables:
- Developed and conducted training courses on profiling for customs and other relevant services officers;
- Preparation and administration of written pre/post-tests for the training course participants;
- Prepared Training Summary Report;
- Developed e-profiles for the automated risk profiling system;
- Submitted developed techniques for conducting a survey interview;
- Completed training manual preparation.

Necessary Qualifications:
- University degree in security studies, social science, political sciences or related field;
- Minimum 6 years of relevant professional experience in risk profiling, risk analysis or criminal analysis at the Customs/Borders Service or other law-enforcement agency;
- Experience in the usage of IT tools in risk profiling, risk analysis or criminal analysis;
- Up-to-date knowledge of creating and using e-profiling;
- Knowledge of international best practices and standards in profiling;
- Proven research skills and knowledge of teaching methodology with practical experience in conducting training;
- Proven ability to successfully interact and establish working relationships with government officials;
- A high level of interpersonal communication skills and experience working in multicultural environments is desirable;
- Professional fluency in Russian with excellent communication (both oral and written) skills; knowledge of Kyrgyz and English would be an asset;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
