ORGANIZATIONAL CONTEXT
These issues are resulting in increased food insecurity. Ongoing conflict and recurring displacement, exacerbated by climatic and economic shocks, continue to disrupt the livelihoods of the communities. As a result, around 863,00 people are experiencing acute food insecurity (IPC 3+)1, while over 628,000 have been internally displaced in Cabo Delgado- representing 74% of Mozambique’s2 Internally Displaced Persons (IDPs). Since the conflict started, the WFP has provided active and crucial humanitarian assistance complemented by recovery activities to the IDPs and host communities.
While WFP has been providing humanitarian support, a need for a more systematic and strategic approach to building long-term resilience has been identified and acknowledged. In line with this purpose, the WFP has developed a strategy for the “Transition from Emergency Support to Resilience Building in Cabo-Delgado province.” The plan seeks to establish a framework to assist crisis-affected populations to meet their essential food and nutrition needs while building their resilience and enhancing climate-adaptive livelihoods. The activities will bring together different UN agencies – WFP, UNHCR, and FAO- for the intervention in Maratane and the Rome-based agencies for the IDPs’ resilience intervention in the North. It also involves collaboration with different sectors of Government, national and national NGOs (acting as cooperating partners) and the donor community.
By the above priorities and objectives, WFP is looking for a candidate to lead and fulfil the role of coordinating and managing the operationalization of the strategic priorities and implementation of the programmes in Northern Mozambique with a focus on supporting IDPs, host communities and refugees in building their climate adaptive long-term resilience.
World Food Programme in Mozambique, in line with Government priorities and its Country Strategic Plan (CSP), continues providing emergency, early recovery and resilience-building support to conflict-affected, internally displaced people (IDPs) and refugees in Northern Mozambique under its two strategic outcomes (SO) 1 and 3. SO 1 aims to save lives, protect the food security and nutrition status of vulnerable people and communities affected by shocks, and strengthen essential health and nutrition service delivery while leveraging opportunities to initiate resilience-building and self-reliance activities. SO, 3 aims to ensure that vulnerable and shock-affected communities, households, women and young people in targeted areas have more equitable, resilient, sustainable and climate-smart livelihoods through enhanced adaptive and productive capacities.
KEY ACCOUNTABILITIES (not all-inclusive)
- Keep the “Transition strategy from emergency response to resilience building” updated in line with the evolving and changing context in Northern Mozambique, considering the key results, findings, and recommendations of the primary studies and analysis of WFP and external partners.
- Continue operationalizing the transition strategy from emergency response to resilience building through funds mobilization, creating partnerships and collaboration.
- Strengthen WFP’s position and increase the awareness and understanding of WFP staff and other relevant stakeholders and partners about ecosystem-based adaptation, nature-based solutions, and integrated resilience-building approaches.
- Design and implement joint programs in liaison with other units and UN agencies (WFP emergency response, nutrition, WFP school feeding, social protection, FAO, IFAD, UNDP, IOM, UNHCR, etc.)
- Apply conflict sensitivity and adaptive programme management approach to the design and implementation of the projects.
- Support fundraising efforts to ensure the continuation of early recovery and climate change adaptive resilience-building activities.
- Coordinate and manage jointly with the Area Office (AO) the launch and implementation of the short-term and multiyear projects on early recovery and resilience building, including setting up partnerships with cooperating partners, Government and other relevant stakeholders, including the targeting of beneficiaries and alignment/complementarity of respective activities and the effective management of WFPs implementing partner(s).
- Provide quality assurance support, technical oversight, and guidance to AO and cooperating partners in implementing the projects and activities, ensuring coordination and integration with other WFP Mozambique programme activities.
- Coordinate and maintain relationships with the Government and other development partners.
- Continues coordination with AO, partnerships, finance and M&E units, and Activity manager to ensure the timely preparation/update of agreements, financial reimbursements, monitoring activities and reports.
- Coordinate and ensure the screening of the projects and agreements by WFP’s environmental and social safeguards tool and follow up on the implementation of the mitigation and response plan.
- Assist in enhancing WFP’s leadership status in Climate Change Mitigation and Adaptation forums.
- Ensure allocated resources are used efficiently and aligned with agreed plans, and any deviations are reported to the Country Office.
- Capacity building and partnerships
- Provide necessary capacity-building support and technical guidance to WFP’s field staff and Cooperating partners to support the design, implementation, and monitoring of the resilience-building projects.
- Systematically capture and disseminate lessons learned from the recovery and climate change adaptive resilience building portfolio in writing and verbally to improve the programme implementation.
- Establish and maintain operational partnerships with national, local and private sector partners to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
- Support in providing timely internal and external reporting to donors against relevant grants.
- Perform any other duties as may be required and agreed upon.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University Degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Social Anthropology or other fields relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses.
Experience: Five years or more of postgraduate professional experience in a relevant field, with a background and interest in international humanitarian development. Experience in Mozambique is an asset.
Languages: English proficiency (Level C) is required. Knowledge of Portuguese is an asset.
