Mission and objectives
UNICEF est le Fonds des Nations Unies pour la protection de l’Enfance
Context
The UNICEF Lubumbashi office covers the provinces of Haut-Katanga, Lualaba and Haut-Lomami, the capitals of which are Lubumbashi, Kolwezi, and Kamina. Its territories, which cover approximately 15% of the total area of the DRC, have a population of 13.4 million inhabitants, of whom 7.3 million are children under 18 years old.
These territories earn most of their income from agricultural and mining operations. More than 10% of global copper production and more than 60% of global cobalt production come from the provinces of Haut-Katanga and Lualaba. The region’s mining resources are exploited approximately 80% by industrial companies and 20% by artisanal mining.
Due to its geopolitical situation, the maturity of its institutions and natural resources, this region experiences stability which favorable of economic growth. Following the revision of the mining code in 2018, national, provincial, and territorial government entities benefit from royalties, which must be used to improve the living conditions of the Congolese population.
Despite many advantages of this region, most of the population faces underdevelopment, lack of economic opportunities, crime, lack of access to social services, environmental degradation and, in general, to a state of great poverty.
Migration flows are significant and population growth increases the demand for social services and, in certain cases, contributes to the crumbling of the social fabric. As the government struggles to meet growing needs, access to health care and education is increasingly reduced and vulnerable populations are left behind.
Some studies suggest that more than tens of thousands of people, including countless children, engage in mining work, often in very dangerous conditions. Industrial exploitations are blamed for environmental degradation and loss of production in Arab lands, which harm the health of populations and reduce their means of subsistence.
In these 3 provinces, children are particularly vulnerable and are affected by multiple problems that seriously hamper their physical, psychological, and emotional development. These problems are malnutrition, child labor, juvenile delinquency, marriage of young girls as well as emergencies, mainly caused by climate change and epidemics.
To deal with these deprivations and vulnerabilities, the UNICEF Lubumbashi Office is setting up Program activities for children from communities in the priority areas of Haut-Katanga, Lualaba and Haut-Lomami which aims to reduce the multiple vulnerabilities of children through an integrated service offering adapted to the child, their family and their community in partnership with other stakeholders: the government; SNU agencies; National and International NGOs as well as private companies in the mining and telecommunications sectors.
