This position is only filled locally. With contractual conditions of the respective country. An expatriation is not intended.

These are your responsibilities

1. Project development, implementation, Monitoring and approval
– Experience in working on stakeholder analysis. Assist Country Director in Donor Mapping and resourse mobilisation.
– Hands on experience on potential partner mapping in order to build strong relationships with a range of local actors, identifying opportunities for mutual learning and development.
– Working experience of Institutional and bilateral donors & UN agencies. Identify in country donor and opportunities for potential partnerships,
– Lead partner vetting and due diligence process in line with CBM’s policies and standards and support collaborative risk management and project design.
– Liaise regularly with country management to identify funding priorities and match them to available opportunities, partners, work with country teams to ensure CBM is well positioned to apply for funding opportunities through profiling, engagement with donor’s consortium scoping.
– Lead and facilitate project identification activities including, project needs assessment, selection of the new project location, prepare Terms of References (TORs), plan and organise for further scoping, in collaboration with the Country Director to confirm the new area’s needs and potentials for development.
– Through CBMs 3-way working methodology (i.e. close engagement of Country Offices, CBID Initiative / Humanitarian Team and Fundraising Departments) develop and implement innovative programme development approaches and support partner organisations in developing and reviewing project Multi Year Plan (MYP) for CBID general, DIDRR and Humanitarian initiatives in line with CBM policies and donor requirements .
– Initiate and maintain project idea pipeline, coordinate input by all internal and external stakeholders, ensure completion of the process up to project set up, and uploading of all required documents.
– Coordinate partner mapping and assessment of potential partners, processing of information for selection and mutual agreement to facilitate decision making on new regular and strategic partnerships.
– Plan and conduct a multi-stakeholder planning workshop that includes participation of OPDs for development of new concept notes and project proposals.
– Provide induction to partners on project development templates, timelines and requirements – Ensure that principles and practice of Disability Inclusive Development (DID) are woven through the design and implementation of the projects.
– Closely collaborate with the Finance department to ensure that programmatic and financial aspects of project design and budget distribution is feasible and coherent.
– Work closely with CBID / Humanitarian regional Advisors / Coordinators – Asia and Americas.

2. Inclusive Humanitarian Action
– Having good understanding of national and International approaches to Community Based inclusive Development (CBID).
– Having worked with organizations of Persons with Disabilities, allances and network working with and for the rights of persons with disabilities.
– Having sound knowledge of Inclusive Project cycle management.
– Ensure up to date and high quality documentation of hazard and conflict mapping linked with contingency and activity plans to reduce impact and increase capacity of partners and CBM to respond to the different humanitarian situations and scenarios.
– Identify and support readiness of local partners to respond to humanitarian situations based on the sectors they work in, and in line in the focus areas of CBM Humanitarian Action (Health & Protection; Inclusive Cash & Voucher Assistance; disability inclusion mainstreaming; Inclusive WASH, Education, Food Security & Livelihoods) depending on context and partners’ expertise, common agreed approaches, programme standards, tools and processes.

Ensure timely programme/project development, based on joint needs assessments, that reflect and guide on response options for CBM.
– Identify the capacity development needs of the country office team and partners in disability inclusive humanitarian action, standards and tools and facilitate the required training and capacity building measures to address the identified gaps.
– Represent CBM in relevant humanitarian coordination meetings, and ensures persons with disabilities are adequately consulted, informed and involved in humanitarian response by establishing and strengthening networks and alliances around disability inclusion in crisis affected areas in collaboration with local partners and the disability movement.
– Actively engage with the CBM Advocacy / campaigns team.

3. Cross-cutting themes: gender mainstreaming, human rights, governance, Accountability, Advocacy, Environmental sustability, protection and Safeguarding is an essential requirement.

These are your qualifications

1. Education, Knowledge, and Professional Experience
– Relevant degree e.g. Development Studies, Social Sciences, Public Health, Business Administration, project management or related studies.
– At least 8 to 9 years of experience working with Local or/and International NGO’s, demonstrated experience of at least 5-7 years in designing, managing and implementing large development programmes with Non-Governmental Organizations implementing large-scale/complex development & Humanitarian programmes with funding from institutional, foundations and individual donors.
– Experience of at least five (5) years in a managerial position in an INGO with line management responsibilities. Working knowledge of systems strengthening approach towards disability inclusive DRR, strengthening health services, inclusive education, livelihoods opportunitiesor other health related inclusive topics.
– Experience in disability inclusion, preferably disability inclusive community development will be an advantage.
– Experience of participatory monitoring and impact assessment with a specific focus on monitoring and evaluating outcomes of disability inclusive programmes in health programmes.
– Demonstrated experience in developing, managing and strengthening public – private partnerships (PPP) with a range of diverse partners, consortia and alliances.
– Effective use of IT including Excel, Word, Power Point and managing database.
– Ability to establish, sustain and strengthen collaborative initiatives.
– Excellent writing, communication, facilitation and presentation skills.
– Intercultural, gender and diversity competence.
– Excellent organizational skills, prioritization of work, attention to details and ability to meet deadlines with minimal supervision.
– Willingness to adhere and commit to CBM values and Safeguarding Policy.
– Willingness to travel within Pakistan and overseas.
– Commitment to CBM’s Code of Conduct including organisational policies.

2. Languages
– Proficiency in English and Urdu are a requirement for the role
– Fluency in either of Pashto, Balochi, Sindhi or Punjabi advantageous.
