Role objectives

This TOR is being advertised only for talent pool building purposes, this is not a live role.The specific tasks might include but will not be limited to:

  • Participation in the meetings with the project stakeholders & work with them closely in the phase of needs assessment for the identification of the required medical equipment. This includes needs assessment for existing facilities or locations.

  • Participation in field site visits to identified locations as required, to determine the availability of existing, required services & space requirements, particularly for big size medical equipment such as X rays, MRI, CT.

  • Review & consolidate the equipment lists by type of service.

  • Review the current operational condition of the existing medical equipment & collect information from the hospital technicians & authorities on their operational performances.

  • Participate in the preliminary cost estimation for the inception report following the site assessment.

  • Participate in the cost estimation for the medical equipment to be procured under the project.

  • Verifications of imported medical equipment for specification compliance prior to installations.

  • Project implementation coordination with the government & other project stakeholders.

  • Prepare work progress reports.

  • Collect information on the existing operational & maintenance plans for all medical equipment / systems installed at the project sites.

  • Collect information related to the availability of adequate electric power to run the existing equipment & any protection equipment (UPS, voltage regulator, etc.).

  • Any other business related to data collection for existing medical equipment & their current condition as directed by the Senior Project Manager.

  • Travel to project sites if required.

Performance & monitor control:

  • Participate in the technical evaluation of bids / tenders / proposals received from prospective vendors for various medical related equipment, especially for PSA oxygen plants.

  • Escalate risks & Issues to the Supervising Engineer & / or Project Manager in a timely fashion.

  • Assist in the final acceptance & handover of the commissioned equipment in coordination with the project team & client.

  • Provide timely inputs to the project team, including engineers & consultants as required.

  • Provide reports or inputs to reports as required.

Project reporting

This role reports to the line manager.

Key competencies

  • Masters Degree or equivalent in Biomedical Engineering, Project Management or in any relevant area is required, a Bachelor’s Degree level with a combination of 2 years of relevant professional experience as a Biomedical Engineer may be accepted in lieu of a Masters Degree.

  • A minimum of 4 years of progressively responsible experience in medical equipment management, purchase & / or installation & maintenance is required.

  • Expertise in biomedical equipment is desired.

  • Working experience in developing countries will be an asset.

  • Experience in the maintenance & the acquisition of health biomedical equipment is an asset.

  • Experience of successfully working with a variety of health sector stakeholders, particularly governments & development partners is an asset.

  • Proficiency with computers in particular AutoCAD & other related software related to the positions field of expertise is highly desirable.

  • Experience working with developing nations, the UN & / or donors such as World Bank, etc. is an advantage.

  • Fluency & proficiency in English is required.
