This position is located in the Operations and Advocacy Division (OAD) of the Office for the Coordination of Humanitarian Affairs (OCHA), in Kabul, Afghanistan. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This temporary job opening is being advertised for the position of Associate Information Systems Officer in Kabul, Afghanistan. Under the overall supervision of the Head of Office (HoO), OCHA Afghanistan, the incumbent reports to the Head of Administration and Finance Unit.

Responsibilities

Within delegated authority, the Associate Information Systems Officer will be responsible for the following duties:

  • Participates in preparing user requirements and other technical specifications.
  • Assists in providing emergency ICT capabilities supporting of OCHA’s field offices, which includes assisting OCHA ICT emergency focal point during inter-agency ICT emergency field operations.
  • Assists in the set-up and monitoring of WAN-LAN performance measures.
  • Maintains assigned portions of systems, providing operational support for system’s applications, analyzing and implementing system changes/upgrades, etc.
  • Ensures data security and integrity.
  • Participates in developing disaster recovery plans.
  • Prepares, updates and maintains system’s documentation and related technical/procedural manuals.
  • Assists in procurements, including conducting needs assessments and benchmarks, preparing technical specifications and evaluation criteria.
  • Assists in the set-up and monitoring of software performance measures.
  • Participates in Helpdesk support services.
  • Advises users on the most suitable hardware and software for different tasks; maintains and enhances software.
  • Drafts training materials and conducts training sessions and demonstrations of systems for users.
  • Performs ad hoc duties as required.
  • May provide guidance to new/junior staff.

Education

  • An advanced university degree (Master’s degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Job – Specific Qualification

  • Certification in Cisco Certified network Associate (CCNA) or higher (CCNP) is desirable. Experience in the development of solutions based on share-Point and other Officer 365 applications is desirable.

Work Experience

  • A minimum of two years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information, networks (WANLAN) and telecommunication systems or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Experience in managing information and communication technology systems in disaster response and/or complex emergencies in countries affected by disasters or conflict is required. Experience in SAP physical verification module is required. Experience in the UN common system or comparable international organization is desirable. Experience in the Asia Pacific region is desirable.

Languages

  • French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
