To support the Government of Timor-Leste in developing national capacity in health sector in the country through strengthening health planning and management at all levels of the health system. To advise authorities on capacity building for planning, programming, operation, monitoring and evaluation of national plans for the strengthening of public and curative health services, human resource development, resource mobilization for health sector and donor coordination, health education, promotion, research capabilities in relevant areas, promote activities for national policy development for health for all and support in achievement of the Millennium Development Goals.
DESCRIPTION OF DUTIES
Under the overall guidance of WHO Representative (WR) and direct supervision of the Administrative Officer (AO), the incumbent will perform the following duties:
- Provide support to WCO Timor-Leste in administrative and financial functions in accordance with WHO rules and regulations.
- Verify bills/invoices submitted for payments to ensure that deliverables are according to the terms of encumbered agreement and as per WHO Financial rules and regulations and process in GSM.
- Follow up and coordinate with Global Service Centre (GSC), as and when required.
- Process overtime claims, travel claims and other entitlements for Special Service Agreements (SSA) holders.
- Assist in processing SSAs payroll. Using GSM, create POs (APWs, GES and Non Grant LoA) for administrative activities.
- Assist supervisor in day-to-day financial and administrative operations to maintain correspondence logs, files and simple office records in accordance with standard office procedures.
- Perform other relevant duties as assigned by the supervisor.
REQUIRED QUALIFICATIONS
Education
- Essential: Completion of secondary school education or equivalent.
- Desirable: Training in office administration.
Experience
- Essential: At least two (2) years of experience in the area of secretary/clerical/administrative/finance work.
- Desirable: Experience in WHO, other international organization or UN Agencies would be an advantage.
Use of Language Skills
- Essential: Intermediate knowledge of English. Expert knowledge of Tetum.
- Desirable: Intermediate knowledge of Portuguese.
