OBJECTIVES OF THE PROGRAMME

The Department of Human Resources and Talent Management (HRT) is responsible for providing a sound, well managed, responsive and efficient organization-wide Human Resources Management strategy and global HR advisory services which support the work of WHO and its member states, encompassing, but not limited to: HR policy development, organizational design and job classification, talent management (including succession planning, global staffing, career development and training, rotation and mobility), application of the UN Common System’s compensation and benefits, HR legal advisory services, administration of justice, global staff/management relations, and representation of WHO in inter-agency UN Common System HR initiatives.

DESCRIPTION OF DUTIES

  • Lead, manage and motivate the staff of the HRT, fostering teamwork and effective communications.
  • Design the workplans for the Department and manage the human and financial resources allocated to the Department, ensuring efficient and effective achievement of the expected results, including timely monitoring and reporting.
  • Lead the development of modernized approaches to manage the HR operations including the establishment and monitoring of service delivery Key Performance Indicators (KPIs).
  • Provide technical leadership and vision in the formulation of human resources management strategies, policies, procedures and systems linked to the strategic direction of WHO, in particular the General Programme of Work and the Programme Budget, taking into account the expectations and service to clients.
  • Ensure organization-wide implementation and consistent application of human resources management policies and practices and advocating within the Organization the need for sound human resources management at all three levels of the Organization.
  • Ensure and facilitate an open and transparent staff /management consultative process and harmonious relations.
  • Lead organizational transformation or change management initiatives involving HR issues, including addressing work/life balance; a healthy workplace; staff rotation and mobility; achieving geographic representation, gender equity and diversity targets; rewards and recognition; a harassment free environment; conditions of service and fair compensation and benefits; and managing fair, transparent organizational administration of justice and administrative review processes.
  • Support managers across headquarters Divisions and Departments in HR workforce planning, recruitment, and organizational design.
  • Promote the integration of Regional and Country Office perspectives and operational capacities of HR into the overall HR strategy and vision of the Organization.
  • Oversee the related components of the ERP system and other HR management systems to ensure proper functioning and design that meet operational and planning requirements, as the HR Business Owner.
  • Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

  • Advanced university degree or equivalent in Human Resources Management, Business Administration, Public Administration, Law (relevant to human resource management), Psychology, Sociology, or related field relevant to the position.

Experience

Essential:

  • At least 15 years progressively responsible professional experience in human resources management or related field, of which 5 years should be at a senior level in a large organization in the private or public sector in a multicultural work environment.
  • Demonstrated experience providing senior level advice and guidance to senior management/decision makers, managing human and financial resources, and in developing and establishing policies and strategies.
  • Demonstrated experience at the international level.

Desirable:

  • Experience working with the conditions of service of the UN common system or of international organizations/institutions or public sector would be an asset.
  • Experience in workforce planning and establishing modern proactive recruitment and staffing systems is desirable.
  • Experience in managing change in a large public, or private sector organization.

Skills

  • Proven leadership skills and extensive knowledge of and recognized authority in the field of human resources and change management.
  • Strong skills in developing, coordinating and establishing HR policies and strategies.
  • Demonstrated ability to lead and manage change in a complex organization.
  • Be a catalyst for change, action, partnership and innovation.
  • Demonstrated skills in strategic planning, effective decision-making and results and service-oriented action as well as in provision of administrative services, programme planning and management.
  • Ability to engage, build consensus and communicate effectively and diplomatically with staff, and various key partners and stakeholders.
  • Excellent team management, social intelligence, negotiation, communication and advocacy skills in an international or multicultural environment.
  • Strong skills and ability with respect to discretion and confidentiality.
  • Concrete knowledge and skills in the area of Enterprise Resource Planning, ERP systems and other modern IT systems.

Use of Language Skills

Essential:

  • Expert knowledge of English.
  • Intermediate knowledge of French.
