Community security is an increasing concern in Cox’s Bazaar District. The influx of more than 740,000 Rohingya refugees since August 2017 has created security dynamics. It has also amplified pre-existing issues, such as drug smuggling and human trafficking. The situation in the refugee camps is especially troubling, given an increase in murders and kidnappings in 2019. Camp residents face a range of safety issues, such as theft, lack of lighting, drug use and smuggling, human trafficking, disputes over aid distribution, and gender-based violence. As the situation becomes more protracted, security issues in the camps and the rest of the district will become increasingly interconnected. The host communities are also facing the problem of enormous drug and human trafficking, disputes over livelihood and resource allocation, and domestic and gender-based violations. After successfully implementing the Community Recovery and Resilience (C2RP) Project for the host communities, it has been found that there is a critical need to support the camp communities to ensure their safety and easy access to formal and informal justice.
Based on the achievements of community policing in host communities, in 2020, the UNDP initiated a joint pilot programme in consultation with the UNHCR and IOM to support the camp communities. In this context, UNDP, UNHCR, and IOM have developed a community safety mechanism to build a partnership with the APBn forces and CiCs and identify the security issues to reduce and defend the criminal activities in camps and host communities. UNDP, UNHCR, and IOM successfully implemented the pilot programme and established a community safety forum in camps 4 and 20 Extension. According to the lessons of the pilot programme, it is important to ensure an integrated approach of all related agencies including the District Police, APBn, Community Policing Forum (CPF), District Administration, and Judiciary for effective safety and security services for the communities. Furthermore, community participation to raise their voice against gender-based violence, early marriage, drug trafficking, and use, and prevent community crimes is crucial, and support to ensure the participation of women and other marginalized groups in community policing mechanisms is evident for developing community safety planning for implementation. Conducting inclusive dialogues on security matters serves as another crucial component of the project’s strategy. Furthermore, extending support to school students through crime prevention programs and bolstering the district police’s involvement in the initiative are vital steps toward enhancing the program’s efficacy and impact.
Therefore, the Enhancing Community Safety, Peaceful Coexistence and Access to Justice Project (CSPC) will hire Capacity Building Analyst (Community Policing and Crime Prevention) to support programme functions on behalf of the project to successfully deliver the assignment in collaboration with the UN agencies and other related government stakeholders. Also, the “Capacity Building Analyst (Community Policing and Crime Prevention)” will support the Enhancing Community Safety, Peaceful Coexistence and Access to Justice Project (CSPC) under the overall supervision of the Project Manager-C2RP, UNDP Cox´s Bazar Sub-Office.
The ‘Capacity Building Analyst (Community Policing and Crime Prevention)’ will work under the direct supervision of the Project Manager – Enhancing Community Safety, Peaceful Coexistence and Access to Justice Project (CSPC), and in close coordination with the Project team and operations unit of Sub Office of UNDP Cox’s Bazar. The Project Manager will be the contract administrator for the assignment and will supervise the activities and evaluate her/his performance and approve the deliverables.
The objective of this assignment is to support efforts to strengthen community policing forums and coordinate with project partners and participants, including government and non-government actors, to foster the implementation of community security in the most affected areas of Cox’s Bazar, especially Ukhia and Teknaf. The Capacity Building Analyst (Community Policing and Crime Prevention) will be responsible for communicating with local-level stakeholders, supporting the development of different training modules, creating IEC materials for the capacity-building programme, planning and implementing field activities, facilitating training sessions, collecting data from different law enforcing agencies and analyzing it, conducting need assessments for capacity building and institutional capacity development for the Police, APBn, and CPF, and providing any other field support as required by the project management concerning the community policing programme for the project.
- Lead efforts to establish crime prevention and community policing mechanism to develop crime prevention plans, consistent with the national community strategy through capacity building training for the CPF members and Community Police(CP)Officer.
- Update and develop training modules through conducting need assessment with particular focus on crime prevention, trust building and protection and supports of GBV victims.
- Provide specialist training to Community Policing Officers at District and Thana level, APBn to establish a pool of qualified police trainers on community policing mechanisms Gender Responsive Community Policing and crime prevention.
- Provide specialized training to Community Policing Forum Members on roles and responsibilities, develop and implement community crime prevention action plans, and undertake orientation and awareness raising in partnership with related project partners and Community Policing Officers.
- Organize joint police-community events, including school visits and campaigns, and interaction on the concepts and methodologies of community policing and crime prevention.
- Conduct an assessment to identify the current capacity gaps of the police officer to implement CP Strategy, flaws in the implementation process, a community-based policing approach.
- Lead the development and dissemination of strategies, standard guidelines and implementation plans for Community Policing Forums review and update standard operating procedures.
- Lead the policy level dialogues with Bangladesh Police HQ and develop policy directions for developing and implementing a community policing monitoring plan for District Police, Tourist Police, Highway Police, and APBn.
- Support to enhance interaction between Community Policing Forums and the informal and formal justice sector, to adopt and implement integrated approaches to diffuse tensions for the communities.
- Lead efforts to develop partnerships with other GO/NGO/UN and other agencies/projects for coordinating and consolidating community policing and crime prevention initiatives.
- Facilitate Project team in preparation and management of the community policing programme plan, and consolidate the Annual Work Plan and Implementation as per RRF.
- Regularly visit pilot locations and support strong working relationships with Officers in Charge of Thanas and Officers in charge of police camps.
- Work with international and national consultant for improved policing services, tracking the progress, evaluate the impact and developing new programme future action.
- Develop concept notes, financial budgeting and documentation, reporting of activities and other management support as required on the guidance of the project manager.

Education:
- Advanced university degree (master’s degree or equivalent) from a recognized institution in Political Science/Social Science/Law/peace and conflict or associated field is required.
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional 2 years of qualifying experience in police service will be given due consideration in lieu of Master´s degree.
- Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of professional experience as a police officer at a senior rank with responsibility for a wide range of police functions including policing services and operations and police reform initiatives is required.
- At least 2 years of relevant experience including capacity development role working on crime prevention and community policing with police at a national level is mandatory.
- At least 2 years of working experience in police reform initiatives in development projects including cross-cutting issues such as gender sensitization, victim support and GBV prevention is required.
- Experience in working with all Microsoft Office programmes.
- At least 2 years of extensive experience in the development, implementation and monitoring of crime prevention and community safety programmes and initiatives, applicable to developing countries.
- At least 2 years of experience working in the refugee context, understanding on local issues and affinity with the cultural background applicable to Bangladesh and Bangladesh Police.
- At least 2 years of experience in facilitating community consultations, engage stakeholders including senior police management, other / development projects, NGOs and community organizations.
- Demonstrated capacity to design and implement training programmes and to provide formal and on-the-job instruction.
- Proven ability to design and implementation organization-wide strategies to support policing activities in developing or post-conflict countries.
- Previous experience in the same field or related work for a donor organization, or INGO will be an advantage.
Required Languages:
- English and Bangla
- Knowledge of other official United Nations languages an added advantage.
