The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO’s mandate revolves around six core functions:
- providing Global Health leadership;
- shaping the health research agenda;
- setting norms and standards;
- articulating evidence-based policy options;
- providing technical support to countries; and
- monitoring and assessinghealth trends.
The WHO Country Office is an integral part of the WHO RegionalOffice for Europe. Its main role is to facilitate and coordinate all WHOactivities at country level and to implement the European Programme of Work2020-2025 -“United Action for Better Health in Europe” which sets out a visionof how the WHO Regional Office for Europe can better support countries inmeeting citizens’ expectations about health. WHO at country level delivers this through practical, actionable,and country focused solutions to health challenges, keeping in perspective thatachieving health and well-being is a whole-of-society endeavour; This is donethrough facilitating the implementation of the Biennial Collaborative Agreementwith the country and its corresponding workplan. The WHO Country Officemaintains good working relations and ensures information exchange between thecountry and WHO, policy and strategic guidance on Health issues to all nationaland international partners in the country, provision of direct technicalexpertise when needed and aims at more community engagement and participation,and to promote health equity.
DESCRIPTION OF DUTIES
Under the supervision of an operations professional, the incumbent will lead a team of support staff or hold the lead accountable role in delivering services and transactions in the relevant officering one or more of WHO’s specialized operational areas and subdisciplines, such as finance, human resources, procurement, logistics, and/or information technology management. Key duties: The incumbent will perform all, or part of the following, and other related responsibilities as required by the needs of the office.
- Supervise the delivery of services and transactions one or more of the specialized operational areas and subdisciplines of a)human resources management, b) procurement, and/or c) information technology management.Team management Manage a team of specialized support staff or playa lead role in administering the delivery of efficient and effective services and transactions.
- Quality assure work products and processes compliant with respective procedures, guidelines, and policies. Justify and escalate procedural exceptions. Facilitate the capture and sharing of best practices and continuous learning by the team.
- Propose work process improvements for teamperformance.AdvisoryShare technical knowledge on matters relating to core service lines, by briefing clients, staff and partners on, and interpreting, relevant procedures, rules and regulations. Support consistency in approach and compliance with respective procedures, rules, and regulations.
- AdministrationUndertake delegated certifications and approvals under the applicable accountability framework Manage the delivery of the respective processes and standard transactions, services, and work products to be aligned with business plans and adhering to rules, regulations, and procedures.
- Conduct training in respective area of business operations support for clients and staff. Identify improved service line processes and procedures for optimal client service, efficiency, and effectiveness.
REQUIRED QUALIFICATIONS
Education
- Essential: Completion of secondary education. Training /certificationin one or more UN operational service areas or systems, i.e. administration, finance,human resources, procurement, information technology management support, or similar.
- Desirable: University degree in business administration, or related field.
Experience
- Essential: A minimum of eight years of progressively responsible work experience relevant to the position (Administrative support services and transactions in the operational support area, including finance,and/or human resources, and/or procurement, and information technology management support).
- Desirable: Experience in administrative support positions within WHO or another United Nations agency. Experience in Oracle-based systems or another enterprise resource planning system.
Use of Language Skills
- Essential: Expert knowledge of English.
- Desirable: Intermediate knowledge of French,Russian,Germa. Expert knowledge of GREEK.
