Under the general supervision of the Senior Finance Advisor, FMC, the incumbent is responsible for financial accounting and reporting of all Procurement Services activities of over $700 million annually.
Summary of key functions/accountabilities:
- Provides technical advice and guidance to stakeholders within Supply Division and the wider UNICEF on ensuring UNICEF’s compliance with all financial requirements of Procurement Services agreements, including non-standard contracts, through active participation in the planning process and ensuring awareness of applicable rules and regulations among Procurement Services partners.
- Responsible for monitoring, analysis and accurate recording of all financial transactions relating to Procurement Services to ensure that UNICEF’s financial resources are not subject to any risk and funds received from partners are well controlled.
- Proposes changes and improvements to automated systems and reporting as needed and will actively explore possible cost-efficiencies in existing transactional processes.
- Responds to audit observations related to the management of the Procurement Services Trust Funds and related transactions and initiates corrective action as required.
- Authorizes the release of budget needed for Procurement Services transactions, while ensuring sufficient availability of funds received at all times and/or through establishing that advance payment requirements have been exceptionally waived by the appropriate in accordance with applicable procedures. Ensures that expenditure does not exceed the funds provided for by Procurement Services partners, which could result in unrecoverable losses to UNICEF. Approves local currency deposits within established limits set by DFAM and/or in consultation and upon approval by DFAM only.
- Establishes work plans and sets priorities for Procurement Services Accounts Unit, monitors performance, provides timely guidance and support to staff in the operation of Procurement Services accounting and reporting activities and ensures proper interpretation and consistent application of the Financial Rules & Regulations, circulars and accounting instructions.

The following minimum requirements:
- Education: Advanced University degree in Business Administration with concentration in accounting or equivalent professional qualification.
- A first University degree may be considered in lieu of an advanced university degree in conjunction with two additional years of relevant work experience.
- Work Experience: At least 8 (eight) years of relevant and progressive and successful work experience at the national and international levels especially in the areas of financial management, budget preparation, accounting and/or audit. In depth exposure to IPSAS requirements within a UN context and in ensuring needed compliance. Extensive work experience in a computerized accounting environment. Exposure to supply and procurement processes desirable.
- Language: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
