Support UNICEF education programming in providing technical leadership to the Ministry of Education, Science and Technology (MOEST), the Center for Education Human Resource Development (CEHRD), and other partners on developing and implementing climate smart education system policies and strategies supporting efforts to position the education sector as a relevant entry point through which to address the climate crisis.
The consultant will provide technical support to
- Provide UNICEF’s technical and strategic facilitation to government for the integration of climate change education and climate-smart principles into the education system. Consultant will work closely with UNICEF’s Climate/DRR team and other cross sectoral teams, field office colleagues to collect their feedback and suggestion to feed into education plans.
- Laisse with Ministry of Education Science and Technology (MOEST), Ministry of Forest and Environment (MoFE) Center for Education Human Resource Development (CEHRD) and Comprehensive School Safety, Climate Change and Green School Thematic Working Group to facilitate process to review update policy, guideline, training packages and other relevant tools.
- Reach out other UN and Climate Change related government/non-government organizations to collect and updated information relating to climate change education and inject good and scalable ideas to promote green schools.
- Extend technical support to UNICEF partners to implement Comprehensive School Safety (CSS) and green school initiatives integrating climate change mitigation and adaptation actions.
Scope of Work:
The consultant will be expected to undertake the following activities:
Review, Analysis, and Technical Assistance:
- Conduct a thorough review and gap analysis of existing policies, guidelines and tools pertaining to climate change action and resilience through education.
- Identify gaps within the current framework and propose necessary modifications to integrate climate-smart principles including environment friendly/greening action effectively into education systems.
- Provide technical assistance to Comprehensive School Safety, Climate Change and Green School (CSSCCGC)Thematic Working Group in identifying and capitalizing on opportunities to embed climate-smart actions within the School Education Sector Plan (SESP) and budget allocations.
- Assist UNICEF field offices in identifying and capitalizing on opportunities to embed climate-smart approaches within local educational plans and resource allocation strategies.
- Provide technical inputs from UNICEF to develop the National Framework for Climate Smart, Green, and Resilient Education systems in Nepal.
Guideline and Tool Development:
- Support CSSCCGC Technical Working Grope to update the Green School Guidelines to encompass principles of climate-smart education.
- Provide support to developing and adopting model school designs that are safe, climate-smart, shock-responsive and resilient.
- Provide strategic inputs to identify processes and propose content to be integrated to climate-smart education and adaptation measures/principles into the Comprehensive School Minimum Package, in consultation with stakeholders.
- Ensure that revised CSSMP guidelines reflect best practices for fostering environmental sustainability and resilience within educational institutions.
- Support partners to develop Climate Smart Schools – including a school-level risk analysis tool to integrate mitigation and adaptation measures for addressing climate-related risks and vulnerabilities.
Contribute to Curriculum Enhancement and Resource Development exercise:
- Identify opportunities for enhancing curriculum content and teacher training to effectively integrate climate change themes across subjects.
- Contribute to develop resource materials for textbooks to incorporate climate change education, providing guidelines and examples for authors to integrate climate-related content across various subjects and grade levels.
- Consult/ collaborate to create a comprehensive teacher’s guide with practical strategies, lesson plans, and activities to facilitate the integration of climate change themes into classroom teaching.
Secondary Initiatives:
- Facilitate Technical Working Group and partners to organize the co-creation policy workshops to inform climate-smart strategies for schools and curriculum development.
- Facilitate and help organize awareness-raising dialogues among policymakers at federal and provincial levels on climate-smart and resilient education systems.
- Develop a work plan from the UNICEF side to roll out a climate-smart training package in collaboration with education cluster partners and local government SESP duty-bearers.
- Work closely with technical working group members to develop an accreditation module for climate-smart, resilient, and green schools.
- Create a decision tree model for mitigation and adaptation actions at the school level.
- Develop strategy to promote climate-smart and greening school actions through mass and social media campaigns.
- Document local and indigenous knowledge and practices to strengthen climate-smart practices through community engagement.

Academic Qualification:
- Advanced university degree in environmental science, climate change, natural resource management, or other related fields.
Work Experience:
- A minimum of 10 years of demonstrated experience in climate change education, policy analysis, and curriculum development.
- Fully abreast of Global Climate Change policies, guidelines, Nepal’s climate situation, its challenges and ability to comprehend it in the education sector.
- Advance level strong analytical writing skills in Nepali and English languages.
- Proven expertise and evidence of working in the areas of climate change to facilitate government/partners.
- Experience of working with government agencies and educational institutions and UN is highly desirable and familiar with the education context of Nepal, including all federal structures.
- Excellent communication, coordination, and rapport-building skills, including the ability to facilitate diverse groups (Government, CSOs, Technical Expert, inter government, Networking groups, private sectors)
- Strong working knowledge of Nepali and English
- Experience in the capacity building of partners at the national and sub-national level including provincial, district and local levels

- Strategic thinking, analytical writing skills, high-level coordination, collaboration, and facilitation skills
