Functional Responsibilities
Reporting to the Head of Infrastructure Service Delivery, the Senior Construction Management Engineer is expected to advise, supervise and manage the design and construction stage works related to the infrastructure development in a planned and quality-assured manner through the application of UNOPS policies, procedures and practices and international best practices. Throughout the implementation of his/her responsibilities, the Senior Construction Management Engineer is expected to assess, mitigate, and escalate all related risks in infrastructure development in a timely manner, and actively work to find solutions. He/She is also responsible for supervising a team of infrastructure practitioners, engaged in the day-to-day delivery of project infrastructure activities, and ensuring Quality Assurance and Health and Safety aspects in a coordinated and diligent manner. The Senior Construction Management Engineer will be responsible for the delivery of the following functions:
- Design Stage management
- Construction Supervision and Management
- Stakeholder engagement
- Knowledge management and innovation
- Personnel management and leadership
1. Design Management
- Assist the Infra team in design development and design review and approval processes (internal and external processes).
- Guide the Procurement Officials on design requirements (e.g. ToR, Design Brief and other inputs to schedules to procure design services, including concept, preliminary and final stages where applicable) and lead the procurement team with technical guidance tender documentation and bid analysis where required
- Coordinate the local UNOPS Infrastructure project team and respective national and international consultants in the development of Infrastructure Design in the required quality, in a timely manner and taking into account the available budgets, throughout the whole design phase.
- Coordinate design development to ensure timely delivery of deliverables meeting UNOPS policy standards and requirements for Design Review.
2. Construction Supervision and Management
- Manage the supervision of the construction works and administer works execution as per the contractual provisions and the design specifications
- Ensure quantity/quality control and time schedule consistency.
- Verify that works are consistent with the project’s technical specifications and inform promptly of eventual deviations.
- Manage the supervision of the contract management of works implementation to ensure construction works are completed on time, within budget and to the desired quality standards.
- Provide regular supervision of the project team and the work progress and quality for on-time delivery.
- Assist the team in the preparation of project/contract-related documentation such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.
- Manage the evaluation and recommendation of the appropriate building and construction materials.
- Lead and manage documentation and reporting of construction site expenditure and costs, including, but not limited to, contractor progress claims, and procurement of local materials.
- Ensure the site or work package records are prepared by the infrastructure team and maintained, including documentation of all phases of the project lifecycle.
- Prepare the periodic and ad-hoc progress and security/Occupational Health and Safety reports. Immediate reporting to management of all issues affecting progress or safety and security.
- Generate comprehensive reports evaluating project performance for infrastructure components, including detailed analysis of progress, quality assurance metrics, and adherence to health, safety and environmental standards.
- Ensure construction plans meet guidelines and specifications of building codes and other regulations.
- Establish, monitor, maintain and update construction work schedules.
- Oversee and manage the surveying works, engineering control of the work, etc.
- Provide relevant project data and information to the Head of Infrastructure for reporting purposes.
- Assist the project team to draft requirements definitions for procurement processes. Evaluate submissions if appointed to the evaluation team.
- Offer advice and recommendations to the Head of Infrastructure for corrective actions or adjustments to project strategies, based on data-driven insights and thorough risk assessments.
4. Stakeholder Engagement
- Engage, discuss, and negotiate with key stakeholders to support the establishment of solid working relationships with the project team.
- Enable the formulation of project communications plans related to the Infrastructure works, coordinate internal project communications, and monitor the effectiveness of project communications.
- Coordinate stakeholder engagement and communication, ensuring effective timing and interdependency management of communications related to the Infrastructure works.
5. Knowledge Management and Innovation
- Ensure that capacity-building activities are conducted in order to build the long-term and sustainable capacity of national staff.
- Actively interact with the wider infrastructure project management community to share case studies, lessons learned and best practices in the Knowledge System.
- Provides feedback to Practice Leads on policy and supporting guidance working to achieve continuous improvement of UNOPS policies.
- Oversight of lessons learned procedures, ensuring that lessons learnt are shared in a timely and appropriate manner.
- Knowledge building and sharing with regards to Infrastructure construction management, synthesis of lessons learnt/best practices, and sound contributions to UNOPS knowledge management initiatives.
- Knowledge building and sharing with regard to Occupational Safety and Health, engagement within country, and regional and HSSE forums within the organization;
- Provide technical advice and on-the-job training to ensure work standards are achieved, both in terms of quality and quantity of inputs/outputs processed.
6. Personnel Management and Leadership
- In close collaboration with the Head of Infrastructure, lead the process of establishing a team as assigned to the construction management, with the aim of developing, implementing and working on the realization of the Project.
- Motivate the project team member with the aim of developing, implementing and working on the realization of the Project.
- Provide advice to enable responsible, effective and efficient performance; and motivate the team, ensuring that behavioral expectations are established.
- Oversight of safety and security for all project personnel in compliance with UNDSS standards.
- Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment and sexual exploitation and abuse. Ensure accountability for actions and perform duties in accordance with protection mechanisms and action plans, as expected by UNOPS policies, standards and commitments.
- Ensure high-quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
- Provide oversight, ensuring compliance by team members with existing policies and best practices.

The effective and successful achievement of results by the Senior Construction Management Engineer directly impacts the development and performance of the project, visibility and image of UNOPS as an effective service provider in project services and management, and consequently strengthens UNOPS’ competitive position as a partner of choice in sustainable development and project services in Uzbekistan.

Monitoring and progress controls will be in accordance with work plans that the Supervisor and the Senior Construction Management Engineer will prepare at the beginning of the assignment.
Education/Experience/Language requirements
Education
- An advanced university degree (e.g. Masters) in an infrastructure-related field, such as Civil or Construction Engineering, Architecture, Construction Management, or equivalent discipline is required.
- A first-level university degree (e.g. Bachelor) in combination with two (2) additional years of progressively relevant experience may be accepted in lieu of an advanced university degree.
- A technical or professional diploma in combination with four (4) additional years of progressively relevant experience may be accepted in lieu of an advanced university degree.
- Projects in Controlled Environments 2 (PRINCE2) Foundation and (PRINCE2) Practitioner Certifications or similar are desired.
- A valid driving license and ability to travel independently is required.
Work experience
- 7 years’ experience (or more depending on academic credentials) in managing or supervising construction activities related to the project requirements on a range of large and diverse construction projects is required.
- Extensive experience implementing works under complex quality, safety and environmental management plans is required;
- Experience in full-time site management directing engineering and technical trade staff is essential.
- Proficiency with computers in particular design and planning/scheduling software, and other related software related to the position’s field of expertise is highly desirable.
Languages
- Fluency in English is required.
- Fluency in Uzbek or Russian is an asset.
