Background:

The National Project Officer will be co-located in the OSCE Project Co-ordinator in Uzbekistan (PCUz) and will be responsible for contributing to the successful implementation of the extra-budgetary project “Strengthening the Resilience of Uzbekistan to Address Cross-Border Challenges Emanating from Afghanistan.” 
The extra-budgetary project “Strengthening the Resilience of Uzbekistan to Address Cross- Border Challenges Emanating from Afghanistan” is aimed to increase existing capacities of the border and customs services of Uzbekistan to effectively address cross-border challenges emanating from Afghanistan through provision of tailored training and technical equipment for border, customs officers and private sector personnel working at the border checkpoints and the logistic terminal “Termez Cargo Center” of the Republic of Uzbekistan.He/she will be working under direct supervision of the OSCE Secretariat’s Transnational Threats Department /Border Security and Management Unit  (TNTD/BSMU) Project Co-ordinator and indirect supervision of the Head of OSCE Project Co-ordinator’s Office in Uzbekistan.

Tasks and Responsibilities:

1.In close co-ordination with TNTD/BSMU Project Coordinator, supporting project implementation through all steps of the project cycle, by assisting in needs analysis and formulation of project outcomes, outputs and activities, including forecasting of budgets, implementing project activities through participation in the selection and oversight of consultants, implementing partners and vendors.
2.Conducting research, collating, synthesizing and presenting data and information in a required format from readily available sources on border security and management situation in Uzbekistan and the neighbouring countries; Co-ordinating the collection and verification of documents, actions and data with substantive or support units assembling and editing basic data required for planning and negotiation, in format dictated by agenda or supervisor’s instructions checking project documents for clarity, consistency and completeness.
3.Supports in planning, organising and implementing capacity building activities and other project related events and contributes to the project related procurement activities; Preparing working documents and background material pertaining to issues addressed through project outcomes and outputs, including spot reports, talking points, concept notes, agendas, summaries, and providing substantive input to project progress, implementation and evaluation reports.
4.Describing and presenting progress of ongoing project activities, investigating designated project outputs, discussing findings with supervisor to identify implications for the work of the unit, discussing rationale and context of project activities, considering the alternative methods for project design, management, problem identification and problem resolution; maintaining institutional memory or other documentation systems to record programme and project history and ongoing activities.
5.Arranging co-ordination meetings, workshops, training, discussion fora, sessions, briefings, visits, publications and related activities for visitors, missions and counterparts, including provision of guidance on related administrative matters.
6.Establishing and maintaining relations with stakeholders; ensuring co-ordination of planning and conduct of the project with key partners inside and outside the Organization, project beneficiaries and donors and providing regular updates and reports to the TNTD/BSMU Project Co-ordinator; Contributing to fundraising activities through organising the donor briefings in Uzbekistan.

Necessary Qualifications:

Education:
•First-level university degree in international relations, business administration, economics, law or related field
Experience and knowledge/skills:
•Minimum two years of professional-level experience in the area of border security and management in the international organization or a country mission;
• Demonstrated project management skills, including procurement or contracts administration, preferably acquired in an international organization or a mission environment;
•Demonstrated experience and understanding of relationship building and fostering coordination among stakeholders;
•Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
•Ability to work with people of different nationalities, religions and cultural backgrounds;
•Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Languages:
•Excellent written and spoken communication skills in English and local languages (Russian and Uzbek).

    Remuneration Package:

    Monthly remuneration, subject to social security deduction, is USD 1760.00 as per the relevant OSCE salary scale.
    Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
