The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for sustainable development. A key agreement opened for signature at Rio was the Convention on Biological Diversity. The Convention has three objectives: the conservation of biological diversity, the sustainable use of its components and the fair and equitable sharing of the benefits arising out of the utilization of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal, Canada and is administered by UNEP. This post is located in the Secretariat of the CBD, within the Administration Division, Biosafety Unit. Under the general guidance of the Head of the Administration Division and the direct supervision of the Head of the Human Resources and Administration Unit, the incumbent will carry out the following functions:
Responsibilities
Human Resource Management:
- Effectively coordinates actions relative to the administration of human resource activities, e.g, recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training, ensuring consistency in the application of UN rules and procedures.
- Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
- Provides advice and support to managers and staff on human resources related matters.
- Prepares special reports and participates in and/or leads special human resources projects.
- Keeps abreast of developments in various areas of human resources.
- Identifies upcoming vacancies in coordination with the heads of divisions.
- Arranges and conducts interviews to select candidates.
- Reviews recommendation on the selection of candidate by heads of divisions.
- Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources, administrative transactions including, maintenance of staffing tables, and processing of contracts.
- Provides advice on interpretation and application of policies, regulations and rules.
- Reviews and provides advice on exceptions to policies, regulation and rules.
- Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs.
- Prepares monitoring reports on staff development and career support programmes.
- Designs, plans, monitors and provides induction orientation programme and briefing to new staff members.
- Assesses training needs, identifies, designs and delivers training programmes to staff at all levels throughout the Organization.
Budget and Finance:
- Takes the lead with respect to the preparation and implementation of the work programme of the Administration Unit, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
- Monitors and reviews the work programme and budget by conducting regular reviews to assess the progress of actual work versus the programme plan.
- Coordinates the production of programme reports.
- Provides guidance and leadership to more junior staff.
General Administration:
- Reviews adequacy of departmental space requirements.
- Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
- Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other related work as required.
Education
- Advanced university degree (master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required. A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of five (5) years of progressively responsible experience in human resources management, administration or related area is required. Experience in human resources management practices, policies and procedures is required. Experience with the provision of services to external client offices at various categories and modalities of staff is desirable. Experience in providing strategic HR advisory support to managers and staff in an international organization is desirable. Experience in the United Nations Common System or a similar international organization is desirable. Experience in using Umoja or a similar Enterprise Resource Planning System (ERP) is desirable. A minimum of two (2) years or more of experience in data analytics or related areas is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Working knowledge of French is desirable. Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.
