What we are looking for:
An experienced Education Project Manager who will be responsible for ensuring implementation of NRC’s Education portfolio across Gaza throughout all stages of project cycle management (PCM). This includes planning, coordination, delivery, and monitoring of Education activities in line with NRC’s strategy in Palestine and donor commitments, either directly within the Education Core Competency (CC) or as an integrated approach. The Education Project Manager will additionally provide strategic direction, support technical development and quality assurance as well as ensure mentoring and capacity development of relevant staff.
What you will do:
- Overall responsibility for effective and efficient management of the Education projects across Gaza, consistent with the project management cycle (including reporting to the desired quality and standard)
- Overall budget management for all the Education projects/portfolio implemented in the Area and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied.
- Responsible for providing technical and implementation support and guidance to field-based Education staff in implementing NRC project(s), including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc., in close coordination and collaboration with the Gaza team.
- Ensure availability of up-to-date needs assessment to inform programme design and advocacy efforts.
- Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate.
- Under the line management of the Area Programme Manager and in collaboration with the Education CC Specialist, contribute towards drawing up plans, proposals, and budgets for new projects/extensions of projects in conjunction with the relevant team, both programme and support staff
- In collaboration with the Education Specialist, support multi-sectoral emergency preparedness and response as required by the context and management.
- Closely coordinate with all CCs in the Area Office to maximize integrated programming and promote durable solutions.
- Ensure appropriate Financial and Logistical NRC systems/procedures are adhered to within the Education team (including supply chain management)
- Ensure timely and accurate development and updates of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues.
- Responsible for ensuring timely submission of monthly CC-specific cash forecast to Finance and relevant Procurement Requests to Logistics.
- In line with project needs and funding availability, continuously and proactively plan CC-specific staff requirements and liaise with HR and Admin to ensure the same.
- Performance management of all direct reports, including regular one-on-one meetings and completion of work and development plans.
- Responsible for attending relevant CC-specific meetings and coordination fora, representing NRC strictly within the limit set out by the Country Office
- Conduct senior representation at provincial and district levels and promote strong working relationships with government counterparts.
- In line with NRC’s standards, ensure communication plans are implemented, stakeholders are informed on NRC’s activities, and the organization is well accepted by communities.
- In charge of producing weekly and monthly CC-specific situation reports, flash reports and any other reports as requested by the Area Programme Manager/Area Manager.

What you will bring:
- Bachelor’s degree in education, development studies, business administration or related field. Master’s degree is an added advantage.
- At least five years in a development and/or humanitarian Education programming environment, including three years’ experience in a senior level project management position.
- Previous experience working in complex political contexts. Significant knowledge of the Gaza and Palestine context in general is highly desirable.
- Knowledge in protection mainstreaming, community outreach/engagement, community capacity building, and/or community-development oriented programming.
- Demonstrated experience and understanding of Project Cycle Management and team leadership.
- Experience with needs assessments, project monitoring and evaluation, and programme development.
- Proven experience working with donor reports, proposals, budget management, and team management.
- Experience of geographical access negotiation and representation, including with local authorities, I/NGOs, and communities
- Experience of a flexible approach to managing and prioritizing a high and diverse workload
- Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
- Proficient with Microsoft Office suite, including strong skills in Word, Excel and Outlook.
- Fluency in English both written and verbal. Knowledge of Arabic is desirable.
What we offer:
- Duty station: Gaza, Palestine
- Contract: 12 months (Renewal is subject to performance and funds availability)
- Travel: Minimum of 20% time to NRC operational areas
