The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics. We invest more than US$4 billion a year to support programs run by local experts in countries and communities most in need. Since 2020, through the COVID-19 Response Mechanism (C19RM), additional funding has been made available to support countries to mitigate the impact of COVID-19.
As part of our mandate to fight the three diseases and increase access to quality-assured health products and services at affordable and sustainable prices, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria. Every year, more than half of the Global Fund’s investments is used to procure key health products, ensuring they are available to those who need them most.
The Global Fund’s Supply Operations Department, in collaboration across the Global Fund Secretariat, is responsible for the overall management of sourcing, procurement, quality assurance and supply chain related matters, including strategy formulation and implementation, development of policy guidelines and ensure compliances, drive innovation, sustainability agenda and new product introduction, and importantly support country capacity building contributing to a more resilient and agile national health care supply chain.
To implement the Global Fund’s 2023-2028 Strategy, Supply Operations has recently introduced a new operating model, aiming to achieve accelerated value contributions to the communities and people we serve more effectively and efficiently.
The Global Fund invest in more than 100 countries, often in very difficult operating context with under-developed in-country supply chain infrastructure and management approach. Supply Operations In-Country Supply Chain team plays critical functions, working with Country Teams to build and strengthen the national supply chain management system, which includes strategy, policy governance, supply chain information systems and related 2nd line of defense matters.
Under the supervision of the Manager, Supply Chain, the Specialist, Supply Chain will provide support on assurance and monitoring of the management of commodities procured through the Global Fund grants, as well as to shape related investments and oversee assurance mechanisms to improve and accelerate supply chain system strengthening ensuring equitable access to quality assured and affordable health products.
The Specialist, Supply Chain, will be directly responsible for providing support to a designated set of country portfolios. This role will notably be responsible for:
• Provide Supply Chain related strategic advisory support to Supply Operations Teams and Grant Management Division (GMD) Country Teams (CTs) over the grant management life-cycle
• Support shaping and acceleration of in-country supply chain system strengthening interventions
• Oversee the implementation of Catalytic Investments to accelerate grant related supply chain priorities
• Monitor compliance and adherence to Supply Operations Advisory policies, procedures and performance management frameworks

Key Responsibilities :

Provision of strategic advisory and implementation support to Supply Operations Teams and GMD Country Teams for shaping and acceleration of in-country supply chain system strengthening interventions

  • In partnership with GMD, SO and Technical Advise & Partnership (TAP) Teams, make recommendations for quality funding related to supply chain priorities and ensure funding requests are aligned to and effectively support TGF’s strategy, priorities and polices
  • Actively contribute to the effective planning of supply chain interventions in various country portfolios, ensuring supply chains drive and support programmatic performance.
  • Identify and define opportunities and mitigating actions for supply chain grants implementation to drive programmatic performance and reduce supply chain risk levels.
  • Effectively contribute to the implementation of the Global Fund’s strategy to accelerate impact at country-level in the fight against HIV, Tuberculosis, Malaria and other pandemics such as COVID-19

Support shaping and acceleration of in-country supply chain system strengthening interventions

  • Support Global Fund’s efforts in contributing to the development of national costed supply chain strategies for the countries within scope in coordination with GMD and TAP teams to drive supply chain strengthening activities
  • Effectively contribute to in-country supply chain (ICSC) planning, enablers and execution through the proactive provision of support on the design of supply chain implementation arrangements, investment plans and technical assistance while ensuring adherence to supply chain related standards for a range of functions
  • Leverage and develop Global Fund’s supply chain partnerships with key partners to effectively accelerate key supply chain priorities in countries, with a focus on addressing gaps and improvements where it matters most to accelerate the performance of GF related supply chain investments and mitigating associated risks.

Oversee the Implementation of Catalytic Investments to Accelerate Grant Related Supply Chain Priorities

  • Design and oversee implementation of supply chain related interventions to accelerate programmatic priorities for HIV, TB and Malaria and catalyze Procurement Services Management (PSM) related investments in country grants
  • Leverage supply chain expertise to identify country needs for critical enablers requiring catalytic investments funding
  • Oversee and coordinate the delivery of assigned Catalytic Investments to country portfolios,
  • Monitor the quality of ICSC technical assistance to Country Portfolios, to ensure it supports grant objectives and integration between grant and catalytic driven investments, providing routine progress & performance updates

Monitor compliance and adherence to Supply Operations advisory policies, procedures, assurances and performance management frameworks.

For the set of country portfolios within scope, the Specialist, Supply Chain:

  • Is responsible to ensure compliance, as well as active monitoring of adherence to Global Fund supply chain assurance, advisory guidance, policies and procedures;
  • Is responsible for the development, and continuous review of a comprehensive performance framework for in-country supply chains within scope and regularly report on performance against targets;
  • Support the design of proposed investments that address key portfolio risks based on portfolio performance reports
  • Actively support Country Teams to design, monitor and implement supply chain assurance activities for assigned portfolios within the corporate risk and assurance framework.

Overall

Work closely with other Supply Chain team members, GMD, Finance, IT, Risk, TAP and other Supply Operations teams to ensure optimal coordination on Global Fund priorities.

Qualifications

Essential:

  • Advanced degree in health, science, business field or any other degree

Desirable:

  • Qualification in Business and/or engineering and/or Supply Chain

Experience

Essential:

  • Extensive experience in the area of supply chain at international level
  • Relevant experience focused on public health supply chain, program design and implementation, leadership and / or advisory roles
  • Extensive experience in implementing or managing complex supply chain operations including:
    • Demand / supply planning
    • Warehousing / distribution / shipping
    • Order management
    • Supply chain finance operations
    • Digitizing supply chains
  • Proven experience in working in diverse teams in complex organizational environments

Desirable:

  • 10+ years of experience in the area of supply chain at international level
  • At least 5 years experience focused on public health supply chain, program design and implementation, leadership and / or advisory roles
  • Experience in Private and Public-Sector Supply Chain in Pharma, Retail, Warehousing & Distribution and/or FMCG
  • Work experience for multiple years on the African continent
  • Well-recognized publications record, demonstrating the ability to articulate clear appraisal of evidence base
