Job Summary
Action Against Hunger is seeking an experienced Monitoring, Evaluation, and Learning Advisor to enhance our capacity to track, analyze, and apply data-driven insights to our health initiatives. Based in Kampala, this role involves developing and implementing robust M&E systems and fostering a culture of continuous learning within the project team and among stakeholders.

Purpose:
The MEL Advisor will develop and manage comprehensive M&E systems that support effective program decision-making and demonstrate the impact of the health interventions. Your expertise will guide the strategic use of data to improve program outcomes and sustainability.

Engagement:
You will work closely with project staff, implementing partners, and stakeholders to ensure M&E activities are integrated into all project components and that the findings from various data collection efforts are disseminated and used to enhance program effectiveness.

Delivery:
Lead the collection, analysis, and reporting of data to provide actionable insights that drive the continuous improvement of project activities and outcomes.

KEY ACTIVITIES IN YOUR ROLE WILL INCLUDE:

Essential Job Duties

  • Develop and oversee the implementation of the project’s M&E framework and systems, ensuring they align with USAID guidelines and project objectives.
  • Design and conduct evaluations, surveys, and other data collection activities to monitor program impact, efficiency, and sustainability.
  • Facilitate the use of data and insights in strategic planning and decision-making processes.
  • Develop and maintain data management systems including the use of digital technologies to ensure accurate and timely data collection and analysis.
  • Train and mentor project staff and partners on M&E best practices and the use of monitoring tools to ensure high-quality data collection and analysis.
  • Lead regular reviews of program progress against targets and outcomes, providing reports and briefings to senior management and donors.
  • Support and supervise research activities to fill knowledge gaps and support the adaptation of project strategies based on empirical evidence.
  • Coordinate with other project components to integrate MEL activities and ensure a holistic approach to data usage and learning.
  • Promote a culture of continuous learning within the project team, encouraging innovation and knowledge sharing based on M&E findings.

Supervisory Responsibilities

  • Oversee a team of M&E staff, ensuring effective implementation of M&E activities and building their capacity in key areas of monitoring and evaluation.

Fiscal Responsibility

  • Manage budgets allocated for M&E activities, ensuring efficient use of resources to achieve the best possible outcomes.

Physical Demands and Working Conditions

  • This role requires regular local travel to project sites for data collection and monitoring activities. It may involve working in diverse and challenging environments typical of the project’s operational areas.

DO YOU MEET THE PROFILE REQUIRED CRITERIA?

Required Qualifications

  • Master’s degree in Public Health, Statistics, Demography, Data Science, Epidemiology or a related field.
  • At least eight years of professional experience in monitoring and evaluation and research particularly within health or development projects, especially USAID funded health projects.
  • Extensive experience designing and implementing M&E systems in health in line with USAID or other donor requirements.

Required Skills & Experience

  • Strong analytical skills with experience in quantitative and qualitative research methods.
  • Proficient in statistical software (e.g., SPSS, Stata, R) and data visualization tools (e.g., Tableau).
  • Demonstrated ability to train and build capacity of others in M&E principles and practices.
  • Excellent communication and interpersonal skills, with the ability to present complex data in a clear and actionable manner.
  • Report writing skills.
  • Proven track record of improving project outcomes through effective use of monitoring, evaluation, and learning activities.
  • Fluent in English; proficiency in local languages spoken in Uganda is highly desirable.

Desirable

  • Previous experience in urban health projects.
  • Familiarity with the health sector in Uganda or similar contexts.
