Role

Geneva Call is seeking a highly qualified and experienced individual to serve as the Coordinator for Program Quality in the Afghanistan Country Program. The position will play a critical role in leading generating the impact of high-quality and evidenced-based programs that align with the Geneva Call’s Global Strategy and Mission to protect civilians from the impact of armed conflict. S/he plays a key role in ensuring the relevance, coherence, and impact of GC programs.

Core responsibilities

Program Quality (MEAL)

  • Ensure high-quality, multi-sectoral programming in the given contexts and monitor and advance the technical and operational quality of programs.
  • Conduct regular field visits to provide feedback on quality benchmarks including soliciting inputs for the design of new programs, collecting ideas for innovation, and monitoring program Key Performance Indicators (KPIs).
  • Ensure Quality standards are met and procedures are followed throughout the project cycle of multiple projects.
  • Communicate planned requirements for program design, learning, and implementation to relevant country office departments/functions.
  • Coordinate and integrate the different technical sectors of the Country Office including MEAL, Communication, Program, and Support.
  • Develop and oversee a monitoring system that provides timely and accurate project results by embedding MEAL across program implementation.
  • Resource and conduct high-quality evaluations to demonstrate outcomes and impact.
  • Ensure that accountability mechanisms are in place for all projects so that identified actions are resolved and escalate critical issues to senior management.
  • Ensure the research, evaluation, and policy work of the Country Office contributes to the generation of evidence for the development and improvement of Common Approaches, sound decision-making, and policy influencing internally and externally.
  • Establish effective program learning and knowledge management systems to support adaptive programming and innovation that improves outcomes for Geneva Call.
  • Ensure the projects are implementation and achieving of outputs and outcomes through the measuring of relevant indicators.
  • Develop the necessary reporting tools, including online/offline surveys, training reports, pre-post tests, etc.- develop quality monitoring and evaluation reports.
  • Train the team in using the different tools and in data collection.
  • Develop success stories through field work and data collection from different stakeholders including community members, religious leaders and de facto authorities.
  • Overseeing that learnings and lessons learnt are properly disseminated for quality organisational learning.
  • As needed, provide support with project design and proposal writing.
  • Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions and ensure adherence to specific monitoring and reporting requirements.

Accountability

  • Demonstrates accountability in decision-making, resource allocation, and the embodiment of Geneva Call values and principles.

People Management

  • Provides leadership and technical and administrative supervision to the MEAL team (officers and assistants).
  • Supports HR with recruitment, training, development performance appraisal of direct reports.

Safety and Security

  • In close coordination with the Safety and Security Coordinator and Country Director, ensure that staff safety regulations are respected across the program Team.

Additional duties

  • Contribute to opening new bases when required.
  • Additional tasks when required.

Main qualifications

Education

  • Master’s degree development, humanitarian studies, Management Science, or related field.

Languages

  • Excellent English is required.
  • Knowledge of any other language such as Pashto and Dari languages are plus.

Main qualifications, experiences, and skills

  • Demonstrating integrity: upholding and promoting the highest standards of ethical and professional conduct with GC’s values.
  • Experience in working in complex security environments.
  • Understanding of advocacy, policy, and government systems in the host country.
  • Proven track record of evaluating the impact of programs that have achieved measurable results.
  • Strong understanding of protection issues in Afghanistan and the context of armed conflict.
  • Excellent communication and interpersonal skills, with the ability to work effectively with a diverse team and manage relationships with stakeholders.
  • Interpersonal skills with experience in negotiation with weapon bearers and other stakeholders.
  • Approachable, good listener, easy to talk to.
  • Builds and maintains effective relationships with colleagues, members, external partners, and supporters.
  • Values diversity and different people’s perspectives, able to work cross-culturally.
  • People management experience.
  • Willingness and ability to travel at short notice.

Years of Experience

  • 7 years of experience in program quality (MEAL) in international humanitarian or development organizations – with increasing levels of responsibilities.
