Chemonics International, a leading international development organization based in Washington, D.C., seeks multiple Technical Specialists for the anticipated U.S. Agency for International Development (USAID)-funded Guinea Rule of Law and Access to Justice (ROLAJ) Activity. The purpose of this Activity is to provide support activities to expand a culture of lawfulness and respect for human rights, as well as awareness of rights afforded under Guinea law and international treaties. Through this five-year program, USAID will improve access to justice for all people, address root causes of delays in justice, improve prosecution systems and increase citizen trust in the justice system. Human rights will be targeted particularly through awareness raising, inclusion in activities, and civil society engagement. These positions will be based in Guinea.
Responsibilities include:
• Collaborate closely with the Chief of Party (COP) and Deputy Chief of Party (DCOP) to enhance legal awareness and access to justice for Guinean citizens.
• Provide technical leadership, expertise, and support on issues related to rule of law, access to justice, human rights and other assigned component areas.
• Develop methodologies and approaches to support linkages between the formal and informal justice system in Guinea, improve access to legal aid, and improving citizens’ understanding of their legal rights.
• Assist in the design, implementation, and monitoring of program activities aimed at promoting legal awareness and empowering marginalized communities.
• Provide technical guidance and support to field staff and partners, ensuring the effective implementation of program activities and adherence to best practices.
• Collaborate with stakeholders, including government institutions, civil society organizations, and community leaders, to identify needs and develop strategies for advancing justice and human rights.
• Support monitoring and evaluation efforts to track program progress, measure impact, and identify lessons learned for future programming.
Minimum Qualifications:
• Advanced degree in political science, law, international development, human rights, or a related field.
• At least 5 years of experience working on rule of law, access to justice, or human rights programs, preferably in a developing country context.
• Strong technical expertise in legal empowerment, legal education, community mobilization, or related areas.
• Knowledge of judicial reform issues and programming in Guinea.
• Experience working collaboratively with government agencies, civil society organizations, and community groups.
• Fluency in French and proficiency in English required, knowledge of a Guinean local language preferred.
• This position is open only to Guinean citizens.
