Org. Setting and Reporting
The position is located in the Office of the Chief of Mission Support of the United Nations Mission to Support the Hudaydah Agreement (UNMHA). The incumbent will be based in Hudaydah, Yemen and will report to the Chief of Mission Support.
Responsibilities
The Senior Administrative Officer contributes to the implementation of the mission’s mandate by providing the necessary managerial, logistical and administrative support required, including areas such as budget, finance, human resources management, logistics, information technology, communications, transport, facilities management, etc. Within the limits of delegated authority, the incumbent will be responsible for performing the following duties: • Acts as adviser on management matters pertaining to logistics, human resources, budgeting and finance and general administration; • Ensures development, preparation, coordination and monitoring of work plans, strategies and programmes for the support activities of the Mission in Hudaydah and takes the lead in securing the required human and financial resources; • In cooperation with other offices of the Mission, plans and forecasts the personnel, financial and logistical requirements of all Mission components in Hudaydah; • Exercises budgetary and administrative control; • Certifies Mission expenditure in line with the delegation of authority sub-delegated by the Head of Mission; • Reports on all administrative, logistical and financial matters; • Drafts guidelines, reports and correspondence on a wide range of issues for the Chief of Mission Support and ensures that all relevant UN rules and regulations and policies are adhered to; • Drafts responses to correspondence required from the Office of the Chief of Mission Support on administrative/policy documents; • Assists in the preparation and updating of the Business Continuity Plan for Hudaydah; • Monitors implementation of Audit/Board of Inquiry recommendations; • Writes and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budgetary Questions, the General Assembly and other policy-making organs, as appropriate; • Coordinates the development, establishment and maintenance of sound policies, procedures, standards and tools that are consistent with UN policies and best practices in order to ensure appropriate accounting, financial management and control; • Coordinates with security operations in the Mission; • Liaises with the Offices of the Head and Deputy Head of Mission as well as Chief of Staff on administrative issues/activities; • Liaises with local authorities, UN Agencies, Funds and Programmes or other parties on behalf of the CMS • Represents the CMS at regular meetings with other UN Agencies; • Reviews all audit observations submitted and drafts appropriate responses in consultation with the Chief of Mission Support; • Represents the Chief of Mission Support in various standing Boards and Committees, such as the Property Survey Board (PSB), Claims Review Board (CRB), and may act as alternate / Chairperson of the Local Committee on Contracts; • Oversees the Welfare Programme of the Missions in all duty stations. • Reviews requests for support from external parties and approves requests within delegated authority or, where appropriate, submits such requests for consideration of the CMS. • Manages Mission Support staff in Hudaydah, and in the Office of the CMS • Performs other duties, as assigned.

Education
An advanced university degree (Master’s degree or equivalent) in business or public administration, human resources management, finance, accounting, or related field is required. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience overseeing a combination of at least four of the following areas of administration: policy and planning, supply chain planning, procurement, budget, finance, or human resources management is required. A minimum of five years of which, at the international level, preferably in a United Nations field operation or other international organization is required. A minimum of three years’ experience in handling complex organizational issues, drafting high-level reports, notes verbale to governmental authorities, code cables, and administrative directives or instructions in a complex post-conflict environment in a UN (or other similar organisation) field setting is required. A minimum of three years of demonstrated experience in drafting MOUs or Letters of Agreement with Agencies, Funds and Programmes and other related entities and service providers is required. At least three years’ experience in the administration of Individual Uniformed Personnel or non-uniformed UN observers is required. A minimum of two years working in the field of data analytics or related area is desirable. Experience advising Senior leadership at the ASG level or above is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
