Job Description

This position will be based in Odesa office, with daily work in Kherson oblast.

Job Summary:
Senior Health Officer
will be responsible for supervising and coordinating activities of MHPSS Mobile Units in alignment with project objectives, conducting regular field visits to ensure quality service delivery, and establishing effective referral pathways to higher-level healthcare facilities for continuity of care. Additionally, identify vulnerable individuals’ specific needs, supporting the local partner organization, and maintaining communication with relevant stakeholders in the area, representing IRC at local coordination meetings and events.

MAIN RESPONSIBILITIES: 
• Supervise and coordinate the activities of the MHPSS Mobile Units in accordance with the project’s objectives and plans.
• Conduct regular field visits to MHPSS Mobile Unit locations to oversee daily activities and ensure services are delivered according to guidelines.
• Establish an effective referral system to higher-level hospitals and clinics to ensure continuity of care.
• Lead Rapid Health Needs Assessments to identify specific needs in various locations for the most vulnerable individuals, as needed.
• Ensure the local partner organization is supported and established internal referral pathway is utilized, ensuring quality service delivery.
• Establish and maintain communication and coordination with all relevant stakeholders in the field, including state authorities, local organizations, and health facilities.
• Represent IRC at relevant local coordination meetings with local authorities, UN agencies, and other NGOs, attending Subnational Health Cluster meetings and technical working groups.
• Facilitate regular team meetings with the MHPSS Mobile Units, ensuring team members are informed of work-related issues and have the opportunity to provide feedback.
• Ensure MHPSS Mobile Unit staff understand and comply with IRC security standard operating procedures, reporting any security incidents or concerns to the security focal point.
• Assist in the Monitoring, Evaluation, Accountability, and Learning (MEAL) activities of the MHPSS Mobile Units through supervision, data collection, and gathering clients’ feedback to maintain program quality.

MINIMUM QUALIFICATIONS
• A bachelor’s degree in Health related discipline (Medicine, Psychology, Nursing) or other relevant field.
• A minimum of two years of post-qualification work experience 
• Previous experience in health programs and NGO experience are preferred.
• Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines.
• Fluency in Ukrainian and Russian is required, and basic knowledge in English is desirable.
• Proficiency in IT skills, including Excel, Word, and PowerPoint, is essential for tasks such as data collection, mapping updates, and providing detailed weekly reports on outreach activities.

• Position reports to Senior Primary Health Manager.
• Position manages MHPSS Mobile Unit (Psychologist, Nurse, Psychiatrist, Social Worker, Program Driver)
• Closely collaborate with Protection Team and Local Partner.
