The consultant will report to UNEP Program Officer. The consultancy will aim to achieve the following objectives: – Analyse the procurement regulation that affects the introduction of energy efficiency in Kenya – Analyse the market conditions in which ESCOs operate in Kenya and its current approximate market size. – Assess the existing market conditions in terms of barriers and opportunities for the adoption of ESCO and Super ESCO Models in Kenya. – Assess how ESCO business model(s) may support procurement processes for the introduction of energy efficiency. – Identification and engagement of key stakeholders, roles and responsibilities. – Organise a consultation workshop with key stakeholders to discuss proposed financial strategies and business models, barriers and opportunities. – Develop an implementation plan (Roadmap) to create an enabling environment and procurement processes for energy efficiency services to prosper in Kenya. – Estimate the potential economic, social and environmental impact, projection and sensitivity analysis of the ESCO model for retrofitting schools lighting in Kenya.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Mitigation Branch, located within the Climate Change Division, supports developing countries to improve energy efficiency and increase use of renewable energy as part of their efforts to achieve low-carbon and climate-resilient development pathways. It does so by providing guidance on sound policy, technology, and investment choices, and by facilitating knowledge generation and sharing, capacity building, peer learning and through technical assistance to developing countries. The objective of this request is to conduct a comprehensive analysis of the Energy Service Company (ESCO) market in Kenya. This involves evaluating the current status and potential of ESCOs by examining the investment landscape, the prevailing business environment, and identifying suitable energy performance contract models for deployment in the country. This assignment will entail a combination of literature review, stakeholder consultations and a final webinar. The findings of this analysis are crucial for fostering an environment conducive to the growth and expansion of ESCOs in Kenya, ultimately facilitating their uptake and scalability. This analysis will also assess the possible and the most adequate formula of operation for the super-ESCO that is being set up in the country. The part-time Energy Efficiency Expert is tasked with analyzing the status and potential of the ESCO market in Kenya, under the guidance of the project manager. This analysis includes: (i) Summarizing the existing relevant regulatory framework for ESCOs in Kenya. (ii) Describing the market conditions in which ESCOs operate in Kenya, including the current approximate market size, as well as identifying barriers and opportunities. (iii) Assessing the existing market conditions in terms of both barriers and opportunities by means of local stakeholder consultations (iv) Evaluating how ESCO business models can support public and private procurement processes for the introduction of energy efficiency in Kenya. (v) Identifying the main practiced ESCO contract typologies in Kenya and the need for de-risking of operations. Assess the landscape and contractual options for the operation of the super-ESCO. (vi) Developing a roadmap aimed at fostering an enabling environment and streamlining procurement processes for energy efficiency services to thrive in Kenya. (vii) Identifying relevant speakers for a final webinar.
Qualifications/special skills
A bachelor’s degree or equivalent in engineering, environment studies, business, management, administration or another relevant field is required. A master’s degree is desirable and preferred. – A minimum of 5 years of work experience in the field of energy or energy efficiency. Experience working with public institutions or the private sector in Kenya is required. – The Energy Efficiency Expert must demonstrate strong interpersonal and verbal communication skills, along with proven analytical capabilities and exceptional writing proficiency. The contractor should possess extensive knowledge and experience in ESCOs and Energy Performance Contracting (EPC) as implementation tools for energy efficiency projects, as well as a thorough understanding of national energy and energy efficiency policies. Specifically, the contractor should be familiar with national energy efficiency objectives, sector policies, relevant regulations, and have comprehensive insights into financing energy efficiency measures.
Languages
– Fluency in written and spoken English is required. Knowledge of other UN languages is an asset.
