Mission and objectives

The International Organization for Migration (IOM) is part of the United Nations System as the leading inter-governmental organization promoting since 1951 humane and orderly migration for the benefit of all, with 174 member states and a presence in over 100 countries. IOM has had a presence in Indonesia since 1979.

Context

In Indonesia, IOM has cultivated strong partnerships with national, provincial, district governments, and civil society in improving the management of labour mobility, in ensuring the access of migrant workers to their rights, as well as in increasing the government and civil society capacities to protect Indonesian migrant workers. Recently, following the issuance of Law No. 18/2017 on the Protection of Indonesian Migrant Workers, IOM supported the Ministry of Manpower and the National Protection Agency for the Protection of Indonesian Migrant Workers (BP2MI) in drafting the derivative government’s regulation to eliminate migrant workers recruitment fee as aligned with the Law. In addition, IOM has been supporting the government and private sector recruitment agencies to uphold ethical recruitment of migrant workers through several capacity building and technical support. IOM’s DCR programme consist of preparedness and prevention, as well as emergency response. For that IOM works alongside and contributes to strengthening the capacity of government partners and local and international counterparts including support to the national and local cluster system particularly the National Cluster on Displacement and Protection (Klasnas PP) including in supporting the Camp Coordination and Camp Management (CCCM) cluster where globally, IOM is one of the lead agencies.

Task description

Under the direct supervision of Field Coordinator, the UN Volunteer will undertake the following tasks:
1. Support with the design, implementation, monitoring and evaluation of regional and national programmes supporting States to address climate-induced migration;
2. Assist the DCR team, in collaboration with partners, to generate evidence on the connection between climate change and human mobility, particularly focusing on displacement prevention
3. Support the production of external materials and the organization of events targeting government and non-government counterparts aiming at strengthening evidence-based policy-making around migration and climate
4. Contribute to the thematic research and analysis on internal and international migration dynamics in Indonesia, with an emphasis on the mobility dimensions stem-ming from the impacts of climate change, environmental degradation, and natural disasters.
5. Provide support towards the collection, analysis and presentation of information on mobility patterns due to natural disasters and slow-onset disaster in coordination with the Indonesia CO’s Disasters, Climate and Resilience Unit.
6. Contribute towards IOM efforts to integrate migration and mobility issues in climate change adaptation and resilience strategies at the national and sub-national level, in line with the Global Compact for Migration and 2030 Agenda for Sustainable Devel-opment.
7. Support the mobilization of partnerships and joint programming that empowers communities to design, implement, and monitor sustainable resilience and rural de-velopment programmes, including through innovative finance, pooled community funds, and other resources.
8. Assist in the organization of meetings, workshops, events, and trainings, including the preparation of TORs and development of minutes of meeting.
9. Support liaison with relevant partners and stakeholders, including government, civil society, the private sector, and UN partners.
10. Participate, alongside relevant IOM Indonesia officers, in technical working groups of the United Nations Sustainable Development Cooperation Framework 2021-2025 (UNSDCF).
11. Take part to field assessment missions, with relevant stakeholders, to support data collection and analysis in view of contributing to programmatic intervention devel-opment.
12. Support the elaboration of new programme initiatives, project proposals, concept notes, presentations and other working documents related to resilience, climate change and migration in Indonesia.
13. Contribute to the preparation of accurate and timely reporting on programmes and activities.
14. Perform such other duties as may be assigned.
