External Evaluation Consultancy

MALSE is seeking to hire a consultant to do endline evaluation for the project “Delivering emergency assistance and building resilience in conflict-affected communities in Rakhine and Chin States and Magway Region (DEAR)” funded by MA-UK HQ

The endline evaluation is aimed to explore generally how project reached to expected goal, what targeted people changed positively due to intervention, beneficiary satisfaction on delivering essential services, what sectors achieved to expected quantitative target number, recommendation for next project cycle. The endline evaluation must be aligned with the following evaluation criteria: relevance, effectiveness, efficiency, impact, coherence, and sustainability.

EVALUATION OBJETIVES

1. To undertake an evaluation on how the project improved the living standards of the population and their recovery.
2. Assess the project in terms on how has implemented social cohesion, climate change and DRR cross cutting.
3. Document good practices and generate evidence‐based lessons learned and actionable recommendations to strengthen the current project implementation

EVALUATION QUESTIONS

1. To undertake an evaluation on how the project improved the living standards of the population and their recovery.
   1. Q1 How the project contributed – quantitatively and/or qualitatively – to the improvement of the living standards of the population?
   2. Q2 How the project contributed to the recovery of the population?
2. Assess the project in terms on how has implemented social cohesion, climate change and DRR cross cutting.
   1. Q1 Did and How the project contributed to strengthen social cohesion?
   2. Q2 Did and How the project contributed to strengthen community resilience to climate change and natural hazards?
3. Document good practices and generate evidence‐based lessons learned and actionable recommendations to strengthen the current project implementation.
   1. Q1 What good practices to strengthen social cohesion and community resilience emerged from the project?
   2. Q2 What lesson learned can contribute to strengthen the current project implementation?

The consultant will work under the direct supervision of the MALSE Executive Director with support from MALSE Departments such as Finance, MEAL and Safety & Security, as well as local partner staff.

The consultancy will require to stipulate the requirement to have a gender balance in respondents or sample size, with a margin of 10% flexibility and develop the full proposing work plan, budget, methodologies approach and tools.

KEY QUALIFUICATIONS AND MINIMUM REQUIREMENTS

• Expert knowledge on MEAL system
• Technical knowledge of multisectoral humanitarian aid activities such as WASH, Education, livelihood, income generation and agriculture, cross cutting theme of social cohesion and partner capacity assessment/building.
• Minimum of five years relevant work experience with INGOs/NGOs/CBOs.
• Previous experience in Rakhine State (highly desirable).
• Highly motivated and experienced in developing successful evaluation reports. • Excellent administration, organizational and time management skills.
• Ability to plan and prioritize work duties as well as work competently under pressure and tight deadlines.
• Consistently approaches work with energy and a positive, constructive attitude and good computer skills.
• Ability to produce high quality outputs in a timely manner while understanding and anticipating the evolving client needs.
• Strong organizational skills.
• Excellent command of formal written English
• Ability to work independently, produce high quality outputs.
