The incumbent will be based in the UN, Civil Society and IFI Branch in the Multilateral Partnerships and Development Cooperation Department (PARTNERSHIPS). The Branch is responsible for building and maintaining relations with the UN system, multilateral  development banks and other IFIs and the civil society within the remit of ILO’s mandate towards decent work and social justice. This involves building partnerships for both policy coherence and mobilizing funding for development cooperation. 

  • The incumbent will work with a team of professionals in the area of resource mobilization, development cooperation and the Action Program on Crises and Post Crisis (AP/CRISIS), and will coordinate specifically on ILO engagement with, and resource mobilization through the UN system and with selected development partners, including humanitarian appeals and crisis response initiatives.  
  • Under the overall supervision of the Director of PARTNERSHIPS, the incumbent reports to the Director of the UN, Civil Society and IFI Branch. 
  • The Director of AP/CRISIS will give technical guidance.
  • The incumbent will collaborate closely with the HDPN/SIDA global programme specialist at the AP/CRISIS and technical specialists, programme officers and directors in HQ and in the Regions and with the ILO New York Office. 

Description of Duties

  •  Broaden and strengthen the partnerships with other UN entities and manage the UN portfolio projects and the relations with the Multi Partners Trust Fund Office, as well as UN Funds and Programmes. Provide substantive inputs and support to ILO relations with UN agencies within system-wide coherence processes, particularly in the framework on the Humanitarian-Development and Peace Nexus and Global and country level Humanitarian Appeals.
  • Map development partners and UN organisations working in crisis and post-crisis situation within the HDPN approach, eligibility criteria and priority areas relevant for the ILO. In close collaboration with AP/CRISIS, develop guidelines and capacity building activities. 
  • Coordinate the submission of proposals, in particular those focusing on (protracted) crisis settings such as the Peace Building Fund, ensuring quality and relevance to partner requirements (e.g.in terms of formats and timing), including pro-active support to field offices for local engagement.
  • Coordinate the negotiation of funding agreements, ensuring compliance with ILO rules, regulations, directives and procedures. 
  • Maintain oversight of project portfolios, ensuring compliance with contractual obligations of funding agreements.
  • Handle formal correspondence in relation to signed agreements and related internal instructions;
  • Undertake other duties as required.

Required qualifications

Education

  • Advanced university degree (Master‘s or equivalent) in economics, social science, law, international studies or other relevant field. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

  • At least five years of relevant professional experience in resource mobilization and negotiating funding agreements, for development cooperation programmes in the UN system.  

Languages

  • Excellent knowledge of English, and good working knowledge of French.
