UNDP in Uzbekistan has been actively supporting the Government in labor market transformation and addressing the needs to enhance job creation and employment opportunities among the most socially vulnerable groups, including women, unemployed and unskilled youth, returning migrants, people with disabilities (PwD) etc. Currently, UNDP in Uzbekistan in partnership with the Government of the Republic of Uzbekistan is implementing several projects aimed at contributing to poverty reduction through increased employment and entrepreneurship opportunities for the population, including “Adapting population skills to the post-pandemic economy in Ferghana Valley” and “Promoting Youth Employment in Uzbekistan” and “Empowering the Youth to Embrace the Digital Economy and Digital Entrepreneurship” projects. In this regard, UNDP is now seeking a PR and Outreach Associate on promoting Skills Development, Digital Economy, and Youth Employment projects activities through leading the knowledge management outputs and disseminating information on the project activities and results. S/he will oversee the provision of thematic and operational services for coordination and implementation of the public relations, knowledge management and outreach activities.
 
Duties and Responsibilities
  • Develop a project communications strategy/plan, incorporate it with the annual work plans, update it regularly in consultation with project stakeholders, and coordinate its implementation.
  • Coordinate implementation of the project’s knowledge management and visibility products.
  • Facilitate design and maintenance of the project website/pages and ensure it is up-to-date and dynamic;
  • Be responsible for overall coordination of projects’ background materials, information packages, press-releases, press-kits, media advisories, newsletters, public information, and bulletins.
  • Coordinatedevelopment of the project’s promotional and background materials, one-pagers, press releases, press-kits, media advisories, newsletters, brochures, bulletins and others.
  • Support the project in incorporating all newly developed project materials for publication, coordinate the work of layout-designers, and maintain digest of news and events about the project.
  • Ensure translation of press releases, news, bulletins, web-page follow-up stories in three languages (English, Russian, Uzbek) and provide interpretation services when required.
  • Take high quality photos and videos of project-related events for social media posts and stories;
  • In collaboration with the Project Manager and relevant project analysts develop articles andsuccess stories on best practices and achievements of the project for UNDP platforms and local, national and international media;
  • Ensure common style, design and appropriate usage of information and logo in all printed materials and publications;
  • Coordinate preparation and dissemination of promotional materials to ensure project visibility with the main government counterparts, civil society, donors and media;
  • Facilitate organization and planning of media coverage, preparation of media kits for project-facilitated round tables, workshops, briefings or any other information events.
  • Assist the project in organizing conferences, meetings, presentations, workshops and other project activities related to raising awareness at the local, regional and national levels;
  • Assist the project in identifying and establishing partnerships with potential stakeholders, donors, etc.;
  • Support resource mobilization efforts of the project.
  • Facilitate learning and sharing of knowledge and experiences relevant to the project.
  • Maintain relations with the UNDP Communication Analyst, other national and international organizations, including the national and local media.
  • Submit monthly and quarterly reports to the Project Manager on communications and visibility activities.
  • Support the project on promotion of gender equality by reaching, involving and benefiting both women and men in its activities (gender mainstreaming);
  • Ensure regular communication and coordination with partners, project counterparts, stakeholders, and beneficiaries; and develop and maintain effective mechanisms for integrating and responding to their feedback and insight;
  • Support project’s monitoring and evaluation activities, including progress reporting, annual and final reportsfor donors and other stakeholders;
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
 
Education:
  • Completion of secondary education is required.
  • Bachelor’s degree in one of the following areas: journalism, public relations, communications, public administration, public policy, economics, development studies or equivalent field will be given due consideration, but it is not a requirement.
Experience:
  • Minimum 7 years (with Secondary education) or 4 years (with Bachelor’s degree) of relevant work experience in communications for a project or programme implementation, ideally involving international donors.

Required skills:

  • Previous experience in developing and implementing communication strategies for organizations or projects.

Desired Skills:

  • Strong professional working capacity to use the information and communications technology, specifically including website design and desktop publishing software.
  • Experience and knowledge of the current anti-corruption and local governance policies, issues and challenges in Uzbekistan.
  • Previous experience with UN projects will be an asset.

Languages:

  • Fluency in English and Uzbek (written and spoken) is required. 
  • Working knowledge of Russian is desirable.

Institutional Arrangement

The PR and Outreach Associate works under direct supervision of the Project Manager and collaborates with the project staff, national partners, other UNDP projects, UNDP CO programme and operations units to exchange information and ensure satisfactory achievement of the assigned tasks.
