The Monitoring and Evaluation Analyst promotes a collaborative, client-focused, quality and results-oriented approach across grant sub-recipients and stakeholders, coordinating and building strategic partnerships, providing policy and strategic technical guidance and engaging with partners to strengthen national systems and health institutions in the context of monitoring and evaluation.
The Monitoring & Evaluation Analyst shall coordinate and collaborate with national programmes, UN agencies, NGOs, the GF (including Local Fund Agent), implementing partners, and technical partners, the GFPHST and other UNDP units and programmes. This will be done in accordance with UNDP rules, policies and procedures, GF grant agreements and corporate agreements with the GF.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties and Responsibilities
Ensure the implementation of monitoring and evaluation policies and strategies for the Global Fund- supported HIV programme for the achievement of the following results:
- Ensure full compliance with UNDP rules, regulations and policies, establishment of targets and monitoring of achievement of results in line with the terms of the Grant Agreement, corporate agreements with the Global Fund and Global Fund policies.
- Responsible to contribute to the finalization of Monitoring and Evaluation Frameworks for the Programme in coordination with national and technical partners in the agreed timelines with the GF.
- Lead the implementation and updating of the Performance Framework and the Monitoring and Evaluation Plan for the Programme in consultation with the Ministry of Health and other stakeholders.
- Develop monitoring and evaluation tools and processes required to ensure robust, quality and timely reporting to the Project Management Unit (PMU) Programme Management, the GFPHST and the GF.
- Develop training materials for trainings of the Ministry of Health staff, the HIV National Program, the Sub-recipients (SRs) and other key stakeholders for data collection and analysis.
- Provide technical guidance for the implementation of the Monitoring and Evaluation plan, through trainings and other on-site support.
- Monitor the implementation of the Programme processes/activities, review the progress on a quarterly basis; address the issues raised, and through the timely variation analysis propose remedial actions ensuring any disparity between planned and actual outputs.
- Assist in the identification of potential implementation problems and bottlenecks and recommend appropriate timely, appropriate strategies to address them and to achieve planned results.
- Ensure early warning of any disparities between planned and actual outputs are addressed.
- Prepare quarterly and annual programmatic progress updates on the Programme.
- Provide inputs to joint UN and CO annual planning and reporting processes including, ROAR, Annual Reports, Briefing Notes.
Ensures effective management of the monitoring and evaluation processes for the Programme focusing on achievement of the following results:
- Ensure that Programme monitoring arrangements comply with Grant Agreement and that the provisions of the agreement are fully observed.
- Ongoing monitoring and alignment of the Programme activities/processes in accordance with the work plans, the Performance Framework targets and the timely identification of workplan variations, and generate appropriate and quality information for the decision-making process.
- Verify and ensure compliance of programmatic reports from the Sub-recipient(s) (SR) and provide timely feedback on implementation of the Programme activities and quality of reports submitted by the SRs.
- Map and assess the quality of existing official data sources, the methods of collecting them, and ensure that data quality standards are monitored and met and propose approaches to address identified gaps to ensure data quality.
- Coordinate and collaborate with the entities that are implementing key surveillance, M&E and strategic information initiatives in HIV for timely completion and quality outputs.
- Prepare Terms of Reference for baseline, mid-term, and end-line evaluations including methodology preparation, and provide overall technical direction for the conduct of the evaluations and follows up on the recommendations.
- Proactively monitor progress against targets and identify early actions to address potential underachievement.
- Work closely with PMU sections to monitor progress of Programme including routine follow up of SRs’ performance frameworks and organize periodic joint grant performance review meetings.
- Conduct regular joint monitoring field visits to ensure timely and quality implementation of Programme vis-à-vis approved plans and contracts, with the involvement of national programmes, SRs, technical partners and participates in external supervision and evaluation missions of the GF and other agencies by facilitating access to M&E data as required.
- Support the thorough preparation for the UNDP Office of Audit and Investigation-led audit, and follow up together with the PMU team on timely implementation of recommendations.
- Maintain effective communication and collaboration with the Local Fund Agent, the GF Country Team, and the GFPHST.
- Ensure the optimal use of evaluation findings by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication/dissemination plan.
Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation focusing on achievement of the following results:
- Represent the Programme in the areas assigned by the Project Manager, making presentations at the national, regional and international forums.
- Support capacity assessment of monitoring and evaluation (M&E) functions of the Sub-recipient (SR) and propose capacity development plans to strengthen M&E.
- Identify, formulate and systematize lessons learned and document best practices from regular work, from evaluations and studies to be reflected into Programme reports.
- Develop information and communication materials relating to the Programme (briefs, press-releases, presentations etc).
- Collaborate and coordinates with Ministry of Health, other UN agencies, government agencies, NGOs, technical partners and other organizations on monitoring and evaluation good practices.
- Maintain proactive relationships with all key stakeholders, policy makers and donor partners.
- Provide technical support to the MoH to establish a robust health management information system, especially in the roll out of digital health information systems.
- Monitor the roll-out of digital health information systems and agree on required changes or resources to ensure that the system is fully functional and data quality standards are monitored and met.
- Coordinate between the various entities in MoH and the NGOs to ensure that data collected at the health facilities for HIV are adequately captured in the digital health information systems.
- Support the design and delivery of M&E and Health Information System training and/or capacity building to personnel of MOH and NGOs, together with technical partners and implementing partners involved in the implementation of Global Fund grants.
- Undertake regular field visits to ensure the data collection methods follow good practices, make recommendations where gaps have been identified and follow up their implementation.
- Participate in external supervision and evaluation missions of the Global Fund by facilitating access to M&E data, as required.
- Participate, as required, at meetings and professional gatherings, including Global Fund meetings, global and regional meetings, quarterly reviews, etc.
- Promote a knowledge sharing and learning culture across PMU, Country Office and other GF funded programmes.
- Share experience/best practices on the UNDP’s and other health and development websites, platforms.
Required Skills and Experience
Education:
- Advanced university degree (Master’s degree or equivalent) in Development/Development Studies, Economics, Statistics, Business Administration/Management, Public Administration, Social Policy/Sciences, International Relations, or related field is required; or
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- A Master’s degree in the fields mentioned will be considered an advantage.
Experience:
- Up to 2 years (with master’s degree) or minimum 2 years (with bachelor’s degree) of relevant experience in M&E in the public sector.
Desired Skills/Experience:
- Knowledge of monitoring and evaluation methodologies, both quantitative and qualitative data collection, processing and analysis.
- Experience working with routine health information systems is an asset.
- Work experience with the Ministry of Health or with health sector projects is an asset.
- Knowledge and experience with UN, UNDP or international organizations is an asset.
- Knowledge of the Global Fund is an asset.
- Experience in the usage of Office software package, and handling of web based management systems is desirable.
Languages:
- Fluent in Spanish.
- Knowledge of English language spoken, written and reading interpretation.
