Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Country Program Overview

 

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more. 

CHAI’s Vaccines Delivery Program supports 16 partner governments to sustainably increase the coverage of life-saving routine and new vaccines. In Cambodia, CHAI works closely with NMCHC and the National Immunization Program (NIP) to support strategic planning, implementation and monitoring and evaluation of the national immunization program for the delivery of routine and COVID-19 vaccines.

Position Summary

  • Position Location: Phnom Penh, Camboida with domestic travel expected
  • Contract Type: Unfixed Duration Contract (UDC)
  • Funding Period: 1-year, with possible extension based on availability of funds.
  • Reporting to: Program Manager, Vaccines
  • Language Requirement: Fluent in Khmer and English (oral and written)

Responsibilities

  • Support the NIP to develop and implement educational materials and sessions targeting primary and secondary school children aged 9 and above, focusing on cervical cancer, HPV, and HPV vaccination (HPVV), in collaboration with the Ministry of Education, Youth and Sports (MoEYS) and other relevant partners.
  • Support NIP and SHD to address vaccine hesitancy and refusal, particularly in areas with low HPV coverage, utilizing evidence-based communication strategies and tailored messaging.
  • Support the updating of the school health curriculum for grade 4 to include age-appropriate information on cervical cancer and HPVV, leveraging content from the existing curriculum for grade 12, in alignment with government guidelines and priorities.
  • Provide training and capacity-building sessions for schoolteachers at focal sites to ensure effective delivery of the revised curriculum and integration of health education services, including cervical cancer awareness and prevention through HPVV, into the school setting.
  • Facilitate the continuous provision of integrated health education services to 9-year-old girls and boys throughout the year, leveraging trained schoolteachers to ensure consistent messaging and preparation for high coverage in annual school-based vaccination programs.
  • Collaborate with the school health department team to assess current curriculum materials and identify area for improvement.
  • Research best practices and emerging trends in school health education to inform curriculum development efforts

Data Analysis, Visualization and M&E

  • Monitor and evaluate the implementation of the SRH/HPV curriculum integration strategy, gathering feedback from stakeholders, assessing program effectiveness, and identifying areas for improvement to achieve sustained improvements in HPVV uptake and adolescent SRH outcomes.
  • Support the development of an implementation and monitoring and evaluation plan for an operational feasibility study on the integration of new health content into the school health curriculum for primary and secondary schools.
  • Develop study evaluation protocol to obtain approval from the National Ethics Committee (NEC).
  • Donor reporting and workplan tracking and management

Stakeholder Coordination

  • Collaborate with government stakeholders, including the NIP, provincial Expanded Program on Immunization (EPI), and the SHD, to develop and implement an enhanced, integrated SRH/HPV curriculum, specifically targeting provinces such as Kampong Cham and Kampong Chhnang.

  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs and within CHAI, to ensure maximum coordination and efficiency towards MoH’s immunization goals.

  • Collaborate with internal CHAI global Vaccines and Analytics and Implementation Research (AIR) teams to facilitate access to key information and stakeholders, provide updates, and leverage core competencies and expertise of the various CHAI teams

  • Perform other duties that may be assigned by PM/country leadership.

Qualifications

  • Bachelor’s degree in a related field with a minimum of 4 years of work experience in a demanding and fast-paced environment. 
  • Exposure to health care and/or health systems strengthening and/or experience working with Government bodies
  • Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills, including the ability to prepare and present compelling presentations and program planning and memo documents
  • Excellent interpersonal and cross-cultural communication skills, with proven track record of building strong & effective working relationships remotelyProficiency at Microsoft Excel or other data-analysis tools (specialized modeling or programing experience is NOT required)
  • Excellent attitude and self-motivated person
  • Experience working in unpredictable environment, willingness to adapt
  • Fluent in Khmer and English (oral and written)

Advantages

  • Postgraduate degree is an advantage
  • Experience in healthcare and knowledge of the Cambodia MOH, NIP, and provincial and district health offices is an advantage
  • Technical knowledge and experience in the area of immunization
