The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Bujumbura, Burundi, with frequent travel to project locations in the country.
As Head of Finance in our Welthungerhilfe (WHH) Country Office Burundi, you will be responsible for all financial and administrative processes and will implement financial management standards in the programmes and projects efficiently and promptly, thereby making a significant contribution towards the success of the programme work. Projects are implemented by WHH, but also in cooperation with both national and international partners. In general, you will ensure that the Burundi Country Programme, including its various projects, is financially managed in accordance with relevant donor and WHH internal rules and regulations.
Your responsibilities
- Ensure that all financial management processes are auditable and run efficiently through appropriate organizational measures in the Country Office and with projects/partner organizations, and by carrying out financial administrative controls
- Support the Country Director in ensuring proper financial management of the programme and all projects in the country, report to the Head Office and plan for liquidity in a timely manner
- Support the Heads of Projects in budget planning and forecasting, closely monitor budget spent, and troubleshoot any concerns with the Head of Programmes and the Country Director
- Participate in the development of proposals with regards to budgeting in close cooperation with the Heads of Projects/Head of Programmes
- Instruct and support project partner organizations (PPOs) in matters relating to financial management (from capacity assessment to project implementation and reporting) so that they fulfil their contractual obligations towards WHH and co-financiers in accordance with the partner contract(s) and in an auditable manner
- Coordinate internal and external audits and ensure the implementation of recommendations
- Ensure timely submission of interim and final financial reports to donors as required by WHH and donor regulations
- Ensure that finance manuals and procedures are available and understood by staff, and that processes are approved/authorized in accordance with the signature policy
- Follow up on income received from donors locally
- Establish finance teams in area offices, providing capacity building and on-the-job training
Your profile
- A university or college degree in a relevant field such as Finance and/or Accounting
- At least 5 years of professional experience working in the same or an equivalent position
- Several years of professional experience in the administration of co-financed projects for international (aid) organizations
- EU, UN, USAID, AA, BMZ, WFP, FAO donor experience would be an asset
- Excellent coordination and organizational skills, including ability to work under pressure
- A high level of mental and physical resilience and readiness to travel to areas with volatile local conditions
- Readiness to receive necessary vaccinations for working in Welthungerhilfe’s programme countries
- Excellent spoken and written English and French; German language skills would be an asset
