Our current focus in the country is on sustainable economic development, good governance, building resilience to climate phenomena, developing the country’s potential on green energy, and reducing the burden of HIV/AIDS and Tuberculosis. 

UNDP Tajikistan is announcing the position of the Project Associate for three Country Office clusters: Resilience, Governance and Sustainable Economic Development to support implementation of project activities as assigned by and under direct supervision of the UNDP Project Manager. The Project Associate collaborates with UNDP relevant staff both programme and operations personnel in UNDP Country office in Dushanbe and relevant project personnel.

It is a call for a Roster of qualified candidates to express their interest in future upcoming opportunities.

The candidates will be included into the UNDP Tajikistan Roster for the position of Project Associate and remain in the pool for the duration of 36 months in line with the UNDP policy and procedures. The rostered candidates will be invited to participate in the validation interview for the position(s) once it becomes vacant and/or available depending on office needs. The offer will be made based on the interview outcomes.

Duties and Responsibilities
The Project Associate will carry out the following duties and responsibilities.

  1. Programmatic support:
  • Provide programmatic support in planning, implementing, reporting and monitoring activities in in accordance with the Project Document.
  • Assist with development and implementation of innovative solutions and approaches for successful implementation of the project activities.
  • Contibute for provision of inputs to project reporting and ensuring timely preparationof monitoring  including quarterly, semi-annual, and annual programmatic reports in the form and substance satisfactory to UNDP and donor.
  • Assist in collecting, compiling, and providing information for preparation of project briefs, presentations, reports.
  • Assist in preparation of project official correspondence to all relevant project partners;
  • Maintain project monitoring database and participate in monitoring field visits to project sites.
  • Assist in ensuring effective communication and visibility of project interventions and achievements.
  • Provide inputs in the development and producing knowledge products, i.e. case studies, success stories, lessons learnt reports, press releases, sub-projectatlas and project briefs, etc.
  • Develop sub-projects atlas, and information briefs and brochures about the project.
  • Continuously analyze, record and report on relevant project activities, issues, risks, etc. to ensure the quality assurance of project interventions.

2. Operational support:

  • Provide support in planning and implementing operational activities in accordance with Project Document (e.g., drafting and monitoring of project initiatives, support with initialization and follow up on project related procurement cases, liaise with contractors, etc.).
  • Prepare ToRs for consultants, experts and service providers and support organizing selection, recruitment and development of mission programmes of international and local experts, as required according to UNDP rules and regulations.
  • Assist in organization of different project related events (e.g. workshops, seminars / training, project Steering Committee Meetings), design agendas and take notes, perform translation when necessary;
  • Assist with logistical arrangements for project missions and expert visits, prepare briefing kits and background materials.

3. Collaboration and partnership:

  • Work collaboratively in a team environment with other colleagues in UNDP UNDP CO as well as project partners to ensure successful implementation of project activities related to M&E and communication.
  • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the necessary project related reports.
  • Contribute to the effective cooperation and partnership with national and sub-national government partners, civil society institutions, other development programmes and agencies active in the targeted areas in relation to project activities.
  • When requested by supervisor take part in meetings and events organized by UNDP and/or other partners, including government, on topics relevant to project scope and inform supervisor on results of meetings.
  • Provide inputs in the development and producing knowledge products, i.e. case studies, success stories, lessons learnt reports, press releases and etc.

4.      Institutional Arrangement

The Project Associate is expected to support implementation of project activities as assigned by and under direct supervision of Project Manager. The Project Associate will be based in Dushanbe and collaborate with UNDP relevant staff from UNDP Country office in Dushanbe

Required Skills and Experience
Education:
  • Secondary Education is required, OR
  • University degree from the recognized University/Institution in economics, public administration, social science or any other development related field will be given due consideration, but it is not a requirement.
Experience:
  • Minimum 6 years (with Secondary Education) or 3 years (with Bachelor’s Degree) of relevant experience in administration or project implementation support service at the national or international level is required.
  • Excellent computer skills, including full command of text and spreadsheet programmes, data bases and web-based communication tools.

Languages:

  • Language skills: Fluency in Tajik and English languages is mandatory.
  • Knowledge of Russian is an advantage.

Desired skills:

  • Understanding of development context and work experience with international development agencies is an added advantage.
  • Experience in M&E, communication and other related area.
  • Experience in organizing exchange workshops and/or training activities at the national or international level is an asset.
  • Sound knowledge of country context and development challenges.
  • Affinity with the mandate and role of the United Nations
