Socio-Economic Vulnerability Management Information Systems (SEVIMS) could be useful because integrated data management of vulnerable people can lead to more equitable distribution of resources; provide oversight of multiple schemes; establish links with other services; and increase efficiency through economies of scale and respond during various shocks. It was generally agreed among local government consultations that SEV-IMS enable better organization of programme services, help identify differences in coverage and detect anomalous situations. They also help improve accountability, auditing, and transparency processes and more broadly it contributes to effective coordination of services and linking beneficiaries with other programmes and targeted beneficiaries. Further, SEVIMS will also further help to strengthen the collection of the data of the persons with disabilities which is a focus of the disability inclusion development intervention supported by the UNPRPD
The major objective of this TOR is to explore a company that could:
“Develop an online based Socio-Economic Vulnerability Information Management System (SEV-IMS) for local governments to allow them efficiently identify vulnerable people; monitor, respond and deliver the basic services to vulnerable populations in their local units.” This system should be based on online and organized in web-based data storage system so that concerned authorities at municipality could access, enter/upload, revise, and analyze that information from anywhere via internet
