KEY ACCOUNTABILITIES (not all-inclusive)
- Support the implementation of the transition strategy of the national Home-Grown School Feeding programme, providing administrative support and tracking progress.
- Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
- Provide project management and/or general office support following established targets and WFP’s policies and procedures.
- Within the specific area of responsibility, compile data, support analysis, review report amd preparation of Field Level Agreement and Amendment (e.g., food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
- Perform accurate, timely recording of data within the specific technical area of work (e.g., food security and vulnerability assessments) following corporate standards and guidelines.
- Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
- Support communication and activities with local partners, agencies, NGOs and government institutions.
- Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
OTHER SPECIFIC JOB REQUIREMENTS
- Support the documentation of the government’s Home-Grown School Feeding (HGSF) transition process and track the progress of recommendations, actions and milestones.
- Support the documentation and formulation of the different pilots of Home-Grown School Feeding (HGSF) process and track the progress of pilot, actions and milestones.
- Work with MoEYS/WFP to update or develop training tools and disseminate to relevant stakeholders on the HGSF programme, including contributing to HGSF operational guidance, tools and systems; school environment components including WASH, food safety and nutrition activities; and ensuring these are incorporated in the handover implementation package on the ground for both WFP and national programme.
- Participate in operational learning activities through field visits and back-to-office reports, including engaging in joint discussions, and supporting taking forward key lessons learnt from the field operations to assist in national programme implementation and management.
- In collaboration with relevant WFP and MoEYS staff, prepare and disseminate advocacy and communications publications (posters, leaflets, briefs, factsheets, etc.) to support school feeding implementation and strategy.
- In collaboration with WFP Area Offices, MoEYS, NGO partners, and Sub-national level to review their quarterly/semi-annual/annual reports and financial clearance documents to ensure in line with WFP’s rules and regulations.
- Ensure well tracking and documenting of financial and output data for donor, external and internal reporting.
- Work closely with WFP Area Office, procurement, logistics, and CO finance to plan for the purchase non-food items and delivery plan in line with WFP requirements; plan for food dispatch and food delivery to ensure schools have adequate stock to continue the operation; review quarterly progress report in SFIS; plan for cash transfer and clearance processes;
- Work closely with the M&E unit to keep track of all school feeding programme indicators and output tracking in CSP, donor report semester and annually.
- Prepare an official Field Level Agreement and amendment for the government counterpart (national and sub-national) and NGO partner with WFP through collaboration with WFP Area Offices and relevant stakeholders.
- Assist in translation documents, administration, and organizing the meetings, workshops and missions relevant to the School Feeding Programme.
- Ensure gender is considered throughout all areas of work under the post.
- Perform other duties as required.
STANDARD MINIMUM QUALIFICATIONS
- Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
- Language: Fluency in both oral and written communication in English language.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has a minimum of five years in the field of education, social protection or development sectors including project management.
- Has experience utilizing computers, including Microsoft Office package (e.g., Word, Excel) and other standard software packages and systems.
- Has familiarity working with programme monitoring and evaluation processes.
- Has experience working with different types of external stakeholders at national and sub-national levels.
- Knowledge of the UN rules, procedures and regulations would be an asset.
