The Role:

  • Provide Safety and Security Analysis of the deployment area (working closely with the location PM along with the security coordinator in the south, and the Country Security Manager in the country office))
  • Support the development and maintenance of a comprehensive context analysis and risk assessment.
  • Ensure and maintain continuous contacts with all relevant stakeholders to develop a network and build relationships with key actors (formal and informal) to ensure gathering of reliable security information.
  • Undertake regular and ad hoc safety and security assessment missions as requested, to gather information and to analyse the overall security situation in existing and potential areas of intervention or office buildings or other accommodation locations.
  • Ensure local security management tools are updated and shared with PM and field teams.
  • Act as liaison focal point and support Program Manager to collect information and coordination with authorities for field movement permits as instructed.

 

Security System:

  • Support and advise the PM in developing a security management system specific to the context and area of operation and in line with Oxfam Security policies protocols and approach.
  • Provide a continuous updating of security measures and procedures in place according to the situation.
  • Maintaining a functional and reliable security reporting systems from the field to Sana’a level (with the Security Manager and his/her team)
  • Work with the PM as well as the security coordinator in the south, and the Country Security Manager in the country office in developing and updating location-specific local security management plan, SOPs and evacuation/hibernation plans. Regularly update them.
  • Along with the PM, implement and monitor that security measures and procedures in place are followed by all staff.
  • Support the other departments (HR, Administration and Logistics) to have in place an appropriate system to facilitate good security management.
  • Support the PM locally in the management of security incidents and liaise with the Security Manager and Security Coordinator in Sana’a for additional support as needed.
  • Support the day-to-day management of security and implementation of Standard Operating Procedures
  • Establish and maintain security communications trees.
  • Support timely reporting of incidents along with analysis and guidance to impacted team under the supervision of PM and technical guidance from security manager.

 

Awareness:

  • Support the PM in identifying the security learning and development needs of staff, delivering training if needed or appropriate.
  • Ensure all new field staff and non-staff (volunteers, casual workers) are oriented on S&S protocols and measures within 48 hrs of joining.
  • Deliver appropriate briefing to staff and visitors as requested.
  • Develop or ensure that a location Welcome Pack is updated regularly, contains relevant security information, and is shared with new arrivals.
  • Ensure daily security updates and clearance to staff as needed prior to departure on the field
  • Build the capacity/work closely with designated security focal points who will take on his/her tasks during absence.

 

Coordination and liaison:

  • Under the direct supervision of PM, coordinate with program team and support team to ensure timely travel permits.
  • Support PM on coordinating with local authorities and handling the local systems of movement plan.
  • Act as liaison focal point to enable a door communication system with authorities as instructed by PM. This is to support timely and quality communication with local authorities where decisions, agreements, and commitments are directly managed by PM but not by the S&S officer. PM is responsible for all liaison roles at field office when decisions are required.
  • Support PM on proactively following up on issues, and approvals as requested by PM.
  • Handles the day-to-day liaison activities with stakeholders, NGO, and other organizations as required.
  • Facilitate and process different Memorandum of Understanding (MOU) and Project proposals to various government offices, Civil Society Organizations (CSOs) and other organizations.
  • Prepares external and internal communication letters, emails, forms to all formal and informal administrative communication related to government, NGO and other organizations as required.
  • Liaison with all relevant bodies (including government, private, NGO and other partners’ organization) for seeking advice or decision making as assigned by the line manager as appropriate.

 

External:

  • With local stakeholders such as government, (I)NGO’s, UN, partners, and communities to share and exchange information.
  • To represent Oxfam in security meetings as delegated by the PM.

 

Internal:

  • Inform and co-ordinate with all staff on security related issues.
  • Liaise with the security coordinator in the south, and the Country Security Manager in the country office on all security related issues.
  • Liaise with other support departments in order to ensure that the security management system is well implemented.

An ideal candidate for the role will also be / have:

 

Essential

  • At least minimum of 3 years of work experience as security services in similar context and for INGOs/NGO.
  • At least diploma in field of education in any field.
  • Working knowledge of software packages and mobile systems.
  • Understand the security situation within Yemen.
  • English and Arabic (oral and written) is compulsory.
  • Note: Written test and interview will be conducted in English.

Skills, Experience & Knowledge

  • Practical experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations,
  • Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
  • Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. Must be organised and efficient.
  • A sound understanding of the importance of gender.

Desirable

  • Previous experience in providing safety and security for employer.
