In the context of the WHO Health Emergencies Programme, the incumbent provides technical support to health authorities and partners and coordinates WHE activities along the frontline oblasts in the country, supporting the development, implementation and maintenance of contingency plans in line with existing local health sector capacity and incorporating lessons learned from the response along the front line. The incumbent acts as surge capacity when required.
Assigned duties: Under the overall guidance of Head of WHO Country Office and the direct supervision of Health Operations Manager and secondary supervision by the WHE Lead, the incumbent is assigned the following responsibilities:
Support the implementation of WHO activities in the area of operational readiness including providing support to the Department of Health and other sectors in activities which include:
- – developing/updating and where necessary implement contingency plan for priority hazards,
- – in coordination with Hub Officers, ensure prepositioning of medical countermeasures
- – in coordination with Health Information and Health Operations and other relevant technical teams within WCO, conduct regular capacities and gaps analysis to review the readiness capacity of regional and national health sector.
Under close guidance of the WHE Lead, provide technical assistance at sub national level on priority issues such as:
- risk assessment,
- emergency response priorities;
- strengthening health systems through inclusion of lessons learned from response,
- Act as first-line emergency responder in case of an emergency in line with the Emergency Response Framework II and under the supervision of the Incident Manager.
- Assist and contribute to promoting partnerships at regional level in the country with relevant health stakeholders, linking with Health Cluster and partners.
- In coordination with Hub Officer, assist in preparations of missions to the oblasts, undertake gaps analysis and identify priority readiness actions.
- Perform other related responsibilities, including replacing and/or backstopping.
Required Qualifications:
Education Qualifications:
Essential:
- University degree (Bachelor’s degree) in a health-related field, public health-related discipline or health security and social services discipline.
Experience:
Essential:
- Minimum two years of national professional experience in planning, developing and implementing programmes/projects in the area of health security, including emergency preparedness, emergency and security services.
Functional Knowledge and Skills:
- Knowledge of emergency management and other global health security threats, and of issues and practices for disease prevention and control.
- Demonstrated organizational skills with the ability to multi-task and produce results under pressure.
- Knowledge of the UN and humanitarian systems for emergency response and
- preparedness.
Language Skills:
Essential:
- Expert knowledge of English and Ukrainian.
