About the position
Under the direct hierarchical supervision of the Head of Programs, the role of the Emergency Coordinator is to ensure the development, implementation and technical direction of the DRC emergency response in Burkina Faso. He/She must ensure to monitor and update, in collaboration with the Head of Programs, the DRC programmatic strategy relating to the emergency sectors (AME, shelter and WASH) including the location but also the link with other sectors of the DRC, in particular protection, economic recovery and peacebuilding.
Duties and Responsibilities: (most important points)
Responsibilities:
Domain 1: Oversight of program implementation
- Ensure qualitative and quantitative monitoring of the implementation of emergency programs;
- Provide technical support for the implementation of emergency projects, particularly on WASH, shelter and AME activities;
- Supervise quality and monitor in the field to ensure that services provided to beneficiaries follow DRC standards and national and international standards;
- Support project managers with purchasing, budgeting and budgetary monitoring/forecasting of emergency activities;
- Develop, in coordination with the MEAL, relevant monitoring and evaluation tools for emergency programs in order to facilitate monitoring but also evaluation;
- Support national and local partners in the deployment of emergency responses;
- Actively contribute to capacity building activities of local actors in emergency preparedness and response in close collaboration with a partner specializing in capacity building;
- Support for teams in emergency preparation, including updating local contingency plans;
- Contribute to strengthening the link between rapid response mechanisms and emergency preparedness mechanisms if necessary and relevant;
- Promote capitalization, technical development and research within the program department;
- Ensure the integration of mainstream protection principles and conflict sensitivity into emergency programs;
Domain 2: Development of programs and country strategy
- Contribute to the identification and assessment of needs in intervention areas or new areas (needs analysis);
- Contribute to the definition/revision of the DRC strategy and positions in the emergency sectors (AME/Shelter and WASH);
- Contribute to the strategic objectives of DRC in its area of responsibility;
- Ensure the strategic link between RRM and emergency assistance programs but also with other DRC emergency intervention sectors, in particular economic recovery, protection and DHCP;
- Promote the development and inclusion of innovative and relevant approaches for the country;
- Explore funding and collaboration opportunities with other partners (emergency and/or development) in close collaboration with the Head of Programs Unit;
- Actively participate in the drafting of concept notes, project proposals or amendments to current projects in close collaboration with the Head of the Programs Unit and the grants specialist;
Domain 3: Reporting
- Review, complete and supervise reporting related to emergency projects (quarterly, intermediate, final reports, etc.);
- Ensure the submission of relevant and quality reporting meeting donor requirements;
- Regularly participate in monthly project management meetings and monitor program indicators to ensure the achievement of set objectives;
- Revise from a technical point of view the program activity reports and analysis reports produced by DRC;
- Collect lessons learned and best practices as well as case studies that can be used in DRC communication materials but also to improve DRC activities.
Domain 4: Team technical supervision
- Ensure coordination and performance management of technically supervised staff in close collaboration with line supervisors – particularly base managers and area managers;
- Supervise and ensure capacity building of teams dedicated to emergency assistance activities;
- Contribute to the career management of emergency teams within DRC Burkina Faso;
- Carry out regular monitoring visits to teams and field activities.
Domain 5: Internal and External Coordination
- Share and communicate on DRC projects with the various partners in close collaboration with the Head of Program Unit;
- Ensure the active participation of DRC in national sectoral coordination (AME/Shelter and WASH clusters, GCORR, etc.), technical platforms, technical committee meetings;
- Develop sectoral partnerships, particularly with national and local stakeholders;
- Participate in meetings with donors as necessary;
- Actively participate in internal coordination with equivalent people in other DRC countries of intervention, with the regional office or even with headquarters.
Domain 6: Ethics, compliance with the code of conduct and compliance
- Properly manage the resources (material and financial) made available for activities and provide supporting documents on time;
- Comply with and respect all procedures (administrative, financial and logistical) in force and current conditions as stipulated in the DRC Code of Conduct and the terms governing the employment of DRC personnel;
- Comply with the DRC code of conduct;
- Apply zero tolerance in terms of prevention of sexual exploitation and abuse and be a promoter of all activities in this direction with other sectors of intervention;
- Respect and enforce the procedures in force at DRC as well as the requirements of lessors;
- Liaise with other technical departments in the search for a better response and better use of available resources.
These responsibilities are not exhaustive and may be readjusted according to operational needs, while respecting the overall role of emergency coordinator.
Essential (+ or – if necessary):
- Minimum 5 years of experience in the emergency response sector – including WASH and shelter/AME;
- Professional experience of at least 5 years in the management or supervision of emergency programs in the AME/Shelter/WASH sectors;
- Minimum 3 years of experience in emergency project management;
- Documented skills in project planning and design, drafting and budgeting;
- Excellent skills in MS Word, Excel and PowerPoint;
- Experience working with national partners, local/governmental authorities and UN organizations;
- Strong management and leadership skills in a pressure environment;
- Technical expertise in WASH is a great asset;
- Increased sensitivity for the protection, economic recovery and peacebuilding sectors;
- Excellent writing and speaking skills essential;
- Excellent interpersonal and communication skills with a proven ability to establish external relationships with diplomacy, tact and professionalism in a complex and demanding environment;
- Perfect command of French and good command of English;
- Previous experience with DRC and/or in West Africa would be an asset.
