General description of the position : The Base Manager, in close coordination with the Area Manager, has overall responsibility for all aspects of two DRC operational bases in the department of Atlántico. These responsibilities are related to operations, personnel, finances, security, administration and logistics, in coordination with those in charge of each program area, including any other task delegated by the program or support.
All overall site planning coordination responsibilities must be fulfilled in accordance with strategic objectives, plans approved by donors.
Establish and maintain calibrated quality management of all aspects of the location and its activities.
The main base will be Barranquilla with frequent trips to the Municipalities that are required for the operation (Malambo, Soledad, etc.)
Responsibilities:
Planning and strategy
- Consolidate and develop DRC’s relationship with local authorities, development agencies and other operators in its area of responsibility.
- Write narrative reports, ensure coherence, between activities, finances and budget.
- Ensure that the work performed is in accordance with general plans, procedures, for support services, as well as programmatic activities.
- Develop the monitoring and coordination of the two bases in accordance with the strategies, (annual) plans and budgets and with observance of the general DRC guidelines, with emphasis on relevance, quality, profitability and impact. This includes mounting the base.
- Responsible for the general coordination of the base in the field including Admin./Log. /Finance and program, according to DRC policies and manuals. Any other decision outside the established guidelines and standards must be consulted with the area manager.
- Logistics support in cost analysis for investments/improvements, equipment, and making purchasing decisions with the support of Log. /Finance.
- Represent DRC in municipal and departmental meetings, giving reports on the program, when necessary.
- Representation of DRC in humanitarian coordination spaces.
- Lead communication and exchange of information with donors, and, together with the Area Manager, supervise and support field teams in coordination with local communities, access to townships, etc.
- Implement local security regulations, and be responsible for the security of base operations and personnel, under the remote supervision of the AM
- Responsible for coordinating visits.
- Coordination of training as needed in collaboration with program.
- Any other task or function assigned by Area Manager.
- Compile monthly reports on activities at the Base according to the instructions of the Area Manager
- Support or lead (as the case may be) with the preparation of internal reports, reports to authorities and donors as needed.
Personnel management and well-being at work
- Direct supervision of support staff, and non-technical supervision of program staff.
- Supervision of all personnel on security issues.
- Ensure close coordination between support and program teams.
- Ensure close coordination in support/supervision staff at base and in the national office, supported by the AM.
- Carry out annual evaluations of objectives of the personnel under your charge.
- Establish the annual objectives of the personnel under your charge.
- Identify professional development needs and ensure the training of your team, both continuous and through specific training.
- Address the needs of the teams under your management.
- Ensure that the base teams know, understand, apply and respect the internal regulations, CoC of DRC Colombia.
- Report staff misconduct/infractions to the AM and participate in disciplinary processes.
Budget and finance management
- In accordance with the budget template provided by support services, and together with the AM support monthly budget planning and monitoring for the bases.
- Propose necessary budget modifications.
- Monitor compliance of financial documents.
Logistics Management
- Support the SC team in the identification and acquisition of the required equipment and tools, respecting SC and administrative procedures.
- Ensure the good use and adequate storage of tools, equipment and vehicles.
- Ensure the visibility of DRC and the relevant donors in all equipment, supplies, tools, vehicles, workplaces (office and camps), according to the instructions of DRC and the donor.
- Ensure compliance with SC and donor procedures.
Others
- Due to the responsibilities described, it is understood that this is a position of responsibility, trust and management.
Experience and Technical Skills:
- At least five (5) years of experience in a relevant field in an international NGO
- Minimum three (3) years experience in people management
- Substantial work experience in the areas of emergency, camp management, development and/or humanitarian sector, especially with rural communities in Latin America, may substitute educational qualification
- Previous experience in managing protection activities will be an advantage
- Office management experience
- Project management experience and proven organizational skills
- Good knowledge of relevant donors will be an advantage
- Experience in dealing with national partners and local/government authorities
- Good experience in training and liaison with national NGOs, civil society, and local communities
- Experience working in multicultural work environments
- For this position, the best candidate will also demonstrate the ability to work and think autonomously, to deliver results and solve problems, while coordinating with administrative and technical management, strictly following safety and humanitarian demining standards. He will show resourcefulness and ambition, as well as the ability to think strategically.
Education:
- Master’s degree in humanitarian action, international development or similar, or, specialist from a top university in Finance/Accounting, Business Administration or Economics, along with experience in managing humanitarian field bases. Substantial prior experience may be considered in lieu of the stipulated education.
Languages:
- Perfect command of the Spanish language, and good command of English
