This position is located in the Health and Life Insurance Section (HLIS) of the Finance Risk and Management Service Division of the Finance Division of the United Nations Office of the Programme Planning, Budget and Accounts (OPPFB) and the incumbent will report to a Benefits Officer. The Health and Life Insurance Section is responsible for the administration of the medical, dental and life insurance programme of active and retired staff and their eligible household members, and coordinates with the various offices such as insurance carriers to resolve issues, processing death claims for life insurance, and following up on the status of claims.

Responsibilities

Responsibilities: Within delegated authority, the Benefits Assistant will be responsible for the following duties:

Insurance:

  • Determines eligibility for enrolment in, and processes applications for medical, dental and life insurance schemes offered for active staff members at the New York Headquarters and internationally, the After-Service Health Insurance programme (ASHI), and the After-Service Life Insurance programme (ASLI).
  • Updates and reconciles itemized invoices submitted by insurers and maintains a database of changes in plan, level of coverage, terminations and enrolments initiated through the Health and Life Insurance Section.
  • Prepares billing statements for Section Chief’s certification of payment.
  • Initiates computer runs for monthly electronic transmittal of membership records, as necessary.
  • Assists in the analysis of the utilization and claim experience reports submitted by insurance carriers.
  • Monitors all insurance transactions including those involving participants not on Headquarters payroll but covered under Headquarters insurance plans.
  • Provides information to individual participants, Health and Life Insurance colleagues as well as administrative staff of member organizations and office focal points on participation and benefits.
  • Participates in the standardization of procedures and communication originated by the Section.
  • Participates in the training activities related to the Section’s work, including the preparation of training material, and compilation of relevant information.

General:

  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assists with visualizations and updating information material such as web pages or brochures.
  • Performs other duties as may be required.

Work Experience

  • A minimum of seven (7) years of experience in employee benefits administration or related area is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree or higher.
  • Experience with the Human Capital Management (HCM) module of the United Nations ERP System (Umoja SAP), PeopleSoft or similar information systems is required. Experience in the application of the United Nations Staff Regulations and Rules or those of a similar international body is desirable.
  • Experience in servicing clients involving the use of a customer relationship management system, e.g., iNeed or similar is desirable. Experience working with the United Nations (or large decentralized organization) systems and procedures is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
