This position is located in the Country Office in the Plurinational State of Bolivia (COBOL) with duty station in La Paz, Regional Office for the Andean Region and the Southern Cone in Colombia (ROCOL), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Representative in COBOL and the overall guidance of the Regional Representative in the Regional Office for Andean Countries and the Southern Cone (ROCOL) based in Colombia. Responsibilities
Within assigned authority, the Assistant Programme Officer will be responsible for the following specific tasks:
- Assist in the planning, development, implementation, management, monitoring, and evaluation of assigned programmes/projects, e.g. monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.
- Carry out basic research on selected aspects of programmes, operations and other activities, including collection, analysis and presentation of statistical data and other information gathered from diverse sources.
- Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
- Assist in providing substantive support for coordination and evaluation functions.
- Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
- Act as Certifying Officer for the administrative and financial management of the office.
- Provide administrative and substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying and proposing participants, preparation of background documents and presentations, handling logistics, etc.
- Assist in undertaking outreach activities; participate in the development of training workshops, seminars, etc.; participate in and make presentations on assigned topics/activities.
- Participate in field missions, including provision of substantive and administrative support, data collection, etc.
- Assist in coordination of activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
- Perform other duties work-related duties as required/assigned.
Education
- An advanced university degree (Master’s degree or equivalent) in economics, social sciences, project management or related fields. A first-level university degree in similar fields in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- Applicants to positions at this level who have an advanced university degree in a relevant field of study are not required to have professional work experience. For applicants who have a first level university degree, two additional years of qualifying work experience is required. Work experience in project management, which includes design, execution, management, monitoring and evaluation, is desirable. Experience supporting cross-functional teams and collaborating with stakeholders in project management support is desirable. Experience in liaison and coordination with different stakeholders (governmental and non-governmental) is desirable. Experience working with agricultural projects and/or value chains is desirable. Experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required. Knowledge of another United Nations official language is an advantage.
