Within the framework of the Project Protecting Agricultural Workers through the promotion of Occupational Safety and Health (OSH), financed by the Canadian Ministry of Labor to be implemented by the International Labor Organization (ILO), the aim is to strengthen the mechanisms and capacities for the promotion, management and compliance of occupational health and safety in the agricultural sector in Peru. Along these lines, the project seeks to strengthen policies, plans and/or regulations linked to safety and health at work, from an analysis focused on the agricultural sector and the International Labor Standards of the ILO; support the country in the design and implementation of strategies and tools linked to OSH focused on the agricultural sector, sensitive to gender, and that contribute to a culture of prevention; and strengthen the capacities of key actors, for the promotion, implementation and improvement of OSH, which allows adequate institutional support in the agricultural sector.

The ultimate goal of the Project is to improve SST (Safety and Health at Work) practices and the working conditions of agricultural workers in the La Libertad region, therefore it will promote the articulation of interested parties at the level national and regional, and specific actions will be implemented in the aforementioned region. The implementation of actions entails providing technical assistance to strengthen capacities and promote knowledge and compliance with regulations linked to SST, as well as permanent coordination with the Ministry of Labor and the National Superintendence of Labor Supervision, and the relationship with employers’ and workers’ organizations within the framework of the National Council for Safety and Health at Work (CONSSAT) and the corresponding regional space on OSH matters.

The implementation of the project is planned for a period of 18 months.

Description of tasks

• The National Project Officer will carry out his/her duties under the supervision of the Labor Legislation and Labor Administration Specialist and in coordination with the Occupational Health and Safety focal point of the Andean Office.

The person selected for the position will assume the following functions and responsibilities:

• Lead the work plan preparation, execution, monitoring, communication and timely evaluation of the project through management functions, including technical and administrative supervision of the project team, in accordance with ILO policy, standards and regulations and in agreement with the final project document and the work plan.
• Develop a strategy for project visibility. Ensure effective coordination with relevant national policies and facilitate the generation of synergies with other ILO projects or other United Nations agencies.
• In coordination with the labor administration specialist and the OSH focal point of the Andean Office, provide technical assistance to project stakeholders, including relevant public institutions; relevant employer organizations and worker organizations in the sector.
• Manage and monitor the progress of project activities. Thoroughly review, verify and analyze work plans, progress and final reports, data and documents for clarity and consistency. Follow up on pending documents, clarify information and respond to queries related to requirements and authorizations, among other requests, to maintain the course of processes and support the successful fulfillment of agreed activities.
• Coordinate with technical officials and counterparts in relevant national organizations and ministries, implementing and partner agencies, government offices, constituents and other organizations to design and review work plans; monitor, accelerate execution and meet goals.
• Support in the programming, use and control of project resources. Prepare budget estimates and expenditure projections after analyzing and monitoring the financing situation compared to planned activities, identifying problems; propose solutions, actions to follow or corrective measures.
•  Provide programmatic and administrative support to cooperation activities in the area of ​​project development.
• Plan, organize and participate in seminars, workshops, training and meetings on technical project matters. This may involve the development of guides, manuals and other knowledge-sharing materials for training and capacity development.
• Plan and participate in missions and visits to the places where the project is developed to monitor its execution independently or accompanying other people. Present the corresponding reports within the established deadlines and propose improvement actions.
• Develop terms of reference, select, monitor, review products, evaluate and authorize payments for services provided to external consultants or other entities contracted for the project in accordance with the standards established by the ILO.
• Perform other related tasks and/or functions as assigned by the supervisor and/or director.
• The National Project Officer must be available to travel on a work mission to La Libertad, the region selected for the implementation of actions linked to strengthening the capacities of actors related to SST.

Education

REQUIREMENT

• First-level university degree (equivalent to a complete university education) in social sciences, law, engineering or another related area. 

VALUABLE

• Postgraduate and/or specialization related to occupational health and safety at work. 
• Postgraduate degree related to project management.

Experience

REQUIREMENT

• A minimum of (two) 2 years of professional experience at the national level in the area of ​​management, execution, monitoring and/or evaluation in areas related to occupational health and safety. 

VALUABLE

• Work experience in issues related to occupational health and safety (OSH) in the agricultural sector.
• Similar work experience in an agency of the United Nations System, a non-governmental organization or international cooperation.
• Experience of work and/or collaboration on issues related to SST and/or fundamental rights in working with public institutions and/or international development and cooperation organizations.
• Knowledge and demonstrated experience in the execution and/or management of technical cooperation projects and effective work with government entities in charge of formulating social policies, preferably in SST.
• Languages ​​and computing

REQUIREMENT

• Excellent knowledge of the Spanish language
• Knowledge of the English language at an intermediate level (oral, writing and reading) that allows you to write reports and make presentations in that language.
• Intermediate level of Excel.
